HSE Manager

Overview

The HSE Manager will oversee all Health, Safety, and Environmental activities for the Riyadh Metro's operations, maintenance, and infrastructure projects. This position ensures strict adherence to Saudi Arabian HSE regulations, Riyadh Metro safety policies, environmental rules, and global best practices. The role focuses on implementing forward-thinking safety programs, reducing risks, preventing incidents, and managing environmental compliance to foster a zero-incident safety culture across various metro facilities.

Key Responsibilities

• Direct and manage comprehensive HSE initiatives for metro operations and maintenance.
• Ensure all activities comply with Saudi laws, client specifications, and established HSE standards.
• Perform thorough risk assessments and introduce effective mitigation methods.
• Oversee contractor compliance and HSE performance.
• Conduct safety audits, inspections, and workplace evaluations.
• Investigate accidents, incidents, and near misses, applying suitable corrective actions.
• Develop and sustain emergency response protocols.
• Provide HSE training sessions, inductions, and awareness programs.
• Track environmental compliance and support sustainability efforts.
• Generate HSE performance reports, key performance indicators, and required regulatory documentation.
• Promote a culture emphasizing safety and harm prevention.

Candidate Profile

• Bachelor's degree in Occupational Health & Safety, Engineering, Environmental Science, or a related discipline.
• At least 10 years of HSE experience within metro, railway, infrastructure, or transportation sectors.
• Minimum of 5 years in an HSE leadership or managerial capacity.
• NEBOSH IGC or Diploma certification mandatory.
• OSHA certification is an advantage.
• Familiarity with ISO 45001 and ISO 14001 standards and auditor certification is preferred.
• Experience in incident investigations and risk management procedures.
• Comprehensive knowledge of Saudi health, safety, environmental legislation, and international standards.
• Strong leadership abilities, effective communication, and stakeholder engagement skills.
• Proficiency with HSE reporting software and Microsoft Office suite.
• Project experience in GCC or Saudi Arabia is advantageous.
