Role Overview

We are seeking an experienced Head of Procurement to lead and establish the procurement function for a growing mining company with operations in Papua New Guinea and headquarters in Brisbane. This leadership role reports directly to the CFO and requires regular travel to Papua New Guinea, representing about 40–60% of the time, depending on project demands and critical vendor activities.

Key Responsibilities

Design and execute the company-wide procurement and sourcing strategy.
Set up and develop a structured procurement team supporting both Brisbane and PNG sites.
Recruit, manage, and mentor procurement staff across Australia and Papua New Guinea.
Create all procurement processes, including requisition, vendor onboarding, approvals, purchase orders, receipt, invoice verification, and payment release.
Introduce financial authority delegation frameworks, process three-way matching, and maintain audit-compliant procurement records.
Establish a dependable network of local PNG and international suppliers.
Form preferred supplier panels and agreements covering categories such as fuel, PPE, consumables, plant hire, camp supplies, and drilling consumables.
Lead key commercial negotiations with suppliers, contractors, and service providers.
Identify and plan for long-lead and critical materials through appropriate purchasing strategies.
Control procurement expenses against budgets and report savings, cost avoidance, and procurement performance.
Develop risk management processes covering commercial, contractual, financial, safety, and compliance aspects for suppliers.
Find practical solutions for challenges like customs delays, tight shipping schedules, foreign exchange risks, and limited local supplier presence.
Support and mentor procurement staff based in PNG while promoting local content objectives.

Candidate Profile

Proven leadership experience in procurement or supply chain within mining, exploration, heavy construction, resources, or similarly complex industries.
Track record of building or significantly enhancing procurement teams, systems, governance, and procedures.
Excellent commercial negotiation and supplier relationship management capabilities.
Experience managing procurement aligned with project timelines, budgets, and operational priorities.
Resourceful and hands-on approach to resolving supply difficulties in remote or developing markets.
Able to influence senior leadership while maintaining sound commercial and governance standards.
Strong leadership qualities including managing teams across multiple countries.
Personal adaptability and circumstances to commit to prolonged working periods in Papua New Guinea.
Legal eligibility to travel and work in Papua New Guinea, including obtaining necessary visas and permits.

Prior experience in Papua New Guinea, the Pacific, or other frontier markets is desirable, as are qualifications in procurement, supply chain, logistics, business, or engineering.
