Role overview
This role leads major construction programmes supporting the expansion of Resorts World Sentosa. The appointed director will steer delivery from planning through completion, making sure the work is completed on schedule, stays within approved budgets, and meets stringent quality expectations. The position also carries responsibility for safety adherence, contractual compliance, and cross-functional coordination. It calls for a leader with strong strategic judgement, commercial awareness, and the ability to manage complex project environments.
Key responsibilities
You will be expected to shape delivery plans, direct project teams, manage cost and stakeholder communication, and keep works aligned with statutory and quality requirements.
- Create execution strategies, work schedules, and project budgets.
- Agree on scope, objectives, and deliverables with relevant stakeholders.
- Spot risks early and put practical mitigation measures in place.
- Set performance indicators and establish reporting routines.
- Guide project managers, engineers, site supervisors, and consultants.
- Allocate work effectively and make sure resources are used well.
- Coach team members and provide constructive performance input.
- Encourage collaboration, ownership, and a strong safety mindset.
- Track project spending and maintain tight cost controls.
- Work with contractors, suppliers, and vendors to achieve better commercial terms.
- Act as the main contact point for consultants and contractors within the assigned scope.
- Update senior leadership and key stakeholders on project progress.
- Resolve disputes, blockers, and delivery issues as they arise.
- Ensure work complies with local building rules, regulations, and industry standards.
- Implement and uphold site safety procedures and best practices.
- Carry out routine inspections and risk reviews.
- Handle legal or regulatory matters linked to the project when needed.
- Check workmanship and construction quality against specifications.
- Visit sites regularly and conduct audits to keep standards high.
- Drive timely completion while protecting overall quality.
- Oversee final inspections, handover activities, and closeout records.
Requirements
The employer is looking for an experienced construction leader with a relevant degree, substantial delivery experience, and a strong command of project controls, safety, contracts, and stakeholder management.
- Bachelor’s degree in Civil Engineering, Construction Management, Architecture, or a related discipline.
- Minimum 15 years’ experience in construction management, including at least 5 years in a leadership position.
- Demonstrated success in delivering large-scale construction projects.
- Solid knowledge of construction techniques, materials, and applicable regulations.
- Working knowledge of project management tools such as Primavera P6 and MS Project.
- Strong leadership, negotiation, and decision-making capabilities.
- Good command of financial management and contract administration.
- Ability to solve problems and assess/mitigate risk effectively.
Work environment and conditions
The role involves both office-based and on-site work. It is suited to someone who can operate effectively in a demanding environment with tight deadlines and high delivery pressure.
Additional information
This is a 3-year contract position based in Singapore. The role is directly involved in the expansion planning and delivery for Resorts World Sentosa.
