Agency Overview
The Department of Housing Preservation and Development (HPD) oversees housing standards across approximately 3.7 million homes in New York City. As the nation’s largest municipal housing authority, HPD dedicates itself to building and preserving affordable housing, protecting tenants from harassment and displacement, and holding landlords accountable throughout the city’s five boroughs. Under current leadership, the agency prioritizes a robust housing agenda tailored to New Yorkers’ needs using diverse approaches such as standards enforcement, tenant support resources, and incentivizing affordable housing production.
Division Context
The Building and Land Development Services (BLDS) Division spearheads architectural, engineering, cost valuation, environmental planning, and construction services supporting HPD's Office of Development. Through public-private partnerships, the Office of Development offers loans, grants, and incentives financing housing developments benefiting low- and moderate-income residents.
BLDS is HPD’s largest subunit with over 100 employees segmented into seven operational units: New Construction Design Services, Preservation Design Services, Engineering, Construction Services, Environmental Planning, Program Management, and the Executive Office.
Role Summary
The Data Analyst, reporting directly to the Deputy Director of Analytics within the BLDS Executive Office, collaborates with all six BLDS units to analyze internal and external datasets, identifying trends in housing development projects. The incumbent will create performance metrics, generate reports, and synthesize data related to compliance, project tracking, and other key initiatives.
Key Responsibilities
- Manage data processes including routine reporting such as biweekly MMR reports, project summaries, and annual analyses.
- Design and refine performance metrics for internal BLDS operations and external partners such as architects and contractors, leading to updated executive summaries and analytical reports.
- Develop and present data visualizations supporting presentations.
- Maintain BLDS data infrastructure by monitoring reports, updating user documentation, providing procedural guidance, and troubleshooting technical issues as needed.
- Innovate improvements for better integration and usability of BLDS data systems and collections.
- Aggregate and consolidate data from multiple sources for comprehensive analysis.
- Contribute to special projects as assigned.
Preferred Qualifications and Skills
- Bachelor's or graduate degree in a relevant discipline such as Data Science, Urban Planning, or Public Administration.
- Strong ability to synthesize and manage complex datasets, leveraging advanced data tools.
- Proficient communication and writing skills, capable of critical thinking and interpersonal collaboration.
- Well-organized, detail-focused, adept at multitasking and working independently to meet deadlines.
- Experience with data visualization platforms and familiarity with SharePoint as well as programming skills in SAS, Python, or similar languages; coding proficiency is a significant advantage.
- Advanced knowledge of Microsoft Office Suite with emphasis on Excel; candidates may be required to submit work samples or undergo skill assessments.
- Prior exposure to housing, architecture, or construction sectors is beneficial.
- Ability to translate technical jargon into accessible language for various stakeholders.
- Resourcefulness and proactive learning attitude, coupled with creative problem-solving capabilities.
