Budget Analyst

Position Overview

The U.S. Fish and Wildlife Service is seeking a Budget Analyst to join their team located in Thitani, Kitui County, Kenya. This position entails full-time onsite work and covers a broad scope of financial and budgetary responsibilities within regional offices. This announcement is specifically for merit promotion for career and career conditional Bureau employees and other eligible candidates under defined hiring paths.

Key Responsibilities

• Manage budget and financial activities for regional offices, including forecasting, tracking, and reporting budgets predominantly for smaller or less complex programs.
• Assist with annual budget preparation, justifications, and expenditure monitoring under guided supervision.
• Coordinate budget creation and execution, ensuring submissions comply with financial policies and regulations.
• Conduct financial studies and maintain data systems to support finance-related analysis and reporting processes.
• Advise personnel on procedural budget matters and policies, while providing thorough yet more procedural guidance.
• Prepare and monitor financial reports, promote accuracy and audit readiness, though with less responsibility for major corrective measures.
• At the full performance level, develop long-term budget forecasts, evaluate program cost-effectiveness, analyze spending trends, and recommend funding improvements.
• Lead annual operating budget planning by engaging with program leadership to set priorities and prepare justifications for budget requests.
• Manage complex multi-year, multi-billion-dollar budget programs, ensuring regulatory and policy compliance in financial reviews.
• Initiate and oversee special projects related to regional budget formulation and financial management, including management of data systems.
• Provide budget consultation to senior directorate staff on funding status, requirements, and applicable policies.
• Prepare monthly financial reports, apply knowledge of NRDAR Fund use, and maintain precise financial recordkeeping for audit readiness.

Qualifications and Requirements

• Applicants must be U.S. citizens and successfully clear background checks and employment verification (E-Verify).
• Men born after December 31, 1959, must have registered for Selective Service.
• Mandatory enrollment in direct deposit and completion of training including maintaining a government credit card with travel and purchase authority.
• Possession of a one-year probationary period upon hiring to assess fitness for continued employment, with possible termination if criteria are unmet.
• Specialized experience and educational requirements differ based on grade level:
  • GS-11 requires one year experience equivalent to GS-9 federal level OR a Ph.D. or equivalent doctoral degree in Business/Finance or related fields OR a combination of education and experience to total 100% of requirements.
  • GS-12 requires one year of specialized experience equivalent in scope to GS-11 federal level; education substitution is not permitted.
• Education documentation (transcripts, official letters) proving completion of required coursework must be provided if applicable.
• Experience includes paid, unpaid, and volunteer work relevant to the position’s competencies.
