About The Kallang Group

The Kallang Group is the central hub for sports, entertainment, lifestyle, and community events in the Asia Pacific region, situated in Singapore. The integrated 42-hectare campus includes the National Stadium, Singapore Indoor Stadium, OCBC Aquatic Centre, OCBC Arena, Water Sports Centre, Kallang Wave Mall, and Great Eastern Promenade. As it undergoes significant transformation under the Kallang Alive Master Plan, the Facilities Management Department anticipates increased workload and new initiatives that require additional manpower to support contract execution.

Responsibilities

  • Assist in managing and documenting all contract administration and management procedures.
  • Handle internal Variation Enquiries (VE) and Supplementary Agreements (SA) in accordance with the FM Novation Agreement derived from the Project Agreement with the current FM Contractor.
  • Collaborate with FM Project In-Charge (IC) to prepare and issue new Variation Enquiries to the FM Contractor, advising on cost implications, project scheduling, and site impact.
  • Work together with FM Project IC, Legal, Finance, and the FM Contractor to review all contractual, commercial, and financial components of new Variation Enquiries before finalizing them into Supplementary Agreements.
  • Maintain accurate electronic filing systems and keep the Project VE Registry updated.
  • Monitor and manage deliverables, performance milestones, and job completions related to all Variation Enquiry projects.
  • Support the FM Contract team in overseeing the FM Novation Agreement, including key performance indicators (KPI) and service level agreements (SLA).
  • Assist in tracking Supplementary Agreement costs and Life Cycle Cost (LCC).
  • Participate in project and Variation Enquiry meetings as required.
  • Carry out additional duties as assigned.

Requirements

  • Possess a minimum Diploma or Degree in Construction Management or related disciplines such as Quantity Surveying, Construction, Building, or Facilities Management.
  • At least five years of experience as a Quantity Surveyor or Contracts Administrator within the construction or facilities management industries.
  • Knowledgeable about government procurement processes related to Additions & Alterations (A&A) development and facilities maintenance.
  • Experience with A&A works and infrastructure upkeep for large-scale, complex venues such as sports or entertainment facilities is advantageous.
  • Well-versed in project development and contract management for facilities maintenance.
  • Ability to work confidently in a dynamic, fast-paced environment.
  • Strong interpersonal, communication, and presentation skills.
  • Excellent organizational skills with keen attention to detail and problem-solving capabilities.
