Role Overview

The Assessment Manager will spearhead the strategy, development, quality assurance, and performance evaluation of assessment programs. This leadership role demands oversight of assessment design, validation, governance, reporting, and collaboration with various departments to ensure assessments are accurate, equitable, secure, and aligned with organizational goals and industry standards.

Key Responsibilities

• Formulate and execute organization-wide assessment strategies, governance models, policies, and quality benchmarks meeting regulatory and corporate standards.
• Oversee the design, implementation, operation, and ongoing enhancement of assessments utilized in recruitment, training, certification, compliance, education, and overall organizational performance.
• Collaborate cross-functionally with Learning & Development, HR, Quality Assurance, Compliance, Operations, Technology, Data Analytics, SMEs, and Executive Leadership to deliver robust assessment solutions.
• Develop competency frameworks, assessment plans, scoring systems, rubrics, item banks, and accompanying documentation.
• Drive assessment development activities including question creation, content reviews, psychometric validation, pilot testing, standard setting, moderation, and approvals.
• Manage digital assessment tools, online testing platforms, remote proctoring, scheduling, candidate support, and secure exam delivery systems.
• Establish and maintain assessment governance, quality assurance, auditing, and continuous improvement frameworks.
• Perform performance analyses including validity and reliability assessments, item analysis, benchmarking, and evaluation of outcomes to enhance assessment effectiveness.
• Ensure assessment security and integrity through controls, confidentiality, fraud prevention, and compliance with policies.
• Coordinate with internal and external assessment providers, accreditation entities, certification bodies, and regulators as required.
• Monitor KPIs such as completion and pass rates, assessment validity and reliability, candidate satisfaction, audit results, turnaround times, compliance adherence, and stakeholder feedback.
• Conduct audits, compliance evaluations, risk assessments, process reviews, and drive continuous enhancements.
• Comply rigorously with UAE regulatory mandates, accreditation standards, ISO quality management, data privacy laws, accessibility standards, and organizational governance policies.
• Manage budgets, assessment software platforms, external providers, psychometric consultants, digital testing tools, and strategic initiatives.
• Lead digital transformation initiatives including AI-based assessment generation, automated scoring, adaptive testing, learning analytics, predictive modeling, workflow automation, and business intelligence.
• Leverage platforms such as Moodle, Canvas, Blackboard, Questionmark, ExamSoft, TestReach, Microsoft 365, Power BI, Tableau, SQL, Excel, and LMS for operational optimization and insights generation.
• Prepare dashboards, performance reports, quality assessments, compliance summaries, psychometric analyses, strategic advice, and program evaluations for senior leaders.
• Lead, mentor, and cultivate teams comprising assessment specialists, instructional designers, psychometricians, quality coordinators, and cross-disciplinary collaborators fostering a culture centered on fairness, integrity, collaboration, accountability, innovation, and ongoing improvement.

Candidate Requirements

• Bachelor's degree in Education, Psychology, HR, Business Administration, Organizational Development, Learning Technologies, Statistics, Measurement & Evaluation, or a related discipline.
• Advanced degree (Master's) in Educational Assessment, Psychometrics, Educational Leadership, Industrial-Organizational Psychology, Business Administration (MBA), or similar is strongly preferred.
• Certifications in Assessment Design, Learning & Development, Psychometrics, Project Management (PMP), Quality Management, or equivalents are advantageous.
• At least 5 years of experience in assessment management, educational or talent assessment, certification, learning & development, quality assurance, or related fields.
• Minimum 2 years experience in managing assessment programs, examinations, certification projects, psychometric initiatives, or leading cross-functional assessment teams is desired.
• Deep knowledge of assessment techniques, competency frameworks, psychometrics, test development, quality assurance, learning evaluation, data analytics, governance, and compliance.
• Proficient with Moodle, Canvas, Blackboard, Questionmark, ExamSoft, TestReach, Microsoft Office, Power BI, Tableau, SQL, Excel, LMS platforms, assessment software, and reporting tools.
• Experience with AI-driven assessment technologies, adaptive testing solutions, automated scoring, learning analytics, predictive performance modeling, and emerging educational technologies is highly regarded.
• Strong leadership, effective communication, stakeholder engagement, analytical problem-solving, project management, financial oversight, and organizational capabilities.
• Ability to effectively manage multiple simultaneous assessment initiatives ensuring quality, fairness, compliance, security, deadlines, budgets, and organizational priorities.
• Capability to excel working fully remotely with distributed teams in education, HR, operations, compliance, technology, and executive leadership, with occasional travel for workshops, audits, certification reviews, conferences, stakeholder meetings, and strategic planning.
