Turnaround Engineer - Contracts & Costing

Job Overview

The incumbent will oversee and optimize the entire contract lifecycle for goods and services within turnaround projects, ensuring cost efficiency and protecting company interests. This position handles complex, high-value contracts and capital procurement specifically related to the Turnaround Section, coordinating closely with senior engineers and various trades to facilitate uninterrupted turnaround operations.

Core Duties and Responsibilities

• Coordinate all aspects of turnaround projects including planning, monitoring, and control while maintaining detailed turnaround schedules and information.
• Work collaboratively with Finance, Commercial, and Supply Chain teams to guarantee accuracy and integrity of turnaround management data.
• Assess and review contractors’ turnaround plans, procedures, and performance metrics to ensure compliance and efficiency.
• Support the formulation of the company’s long-term rolling Turnaround Capital Expenditure (Capex) plan in partnership with Finance and other departments.
• Develop and maintain an up-to-date and industry-aligned cost database to support budgeting and forecasting activities.
• Assist in generating regular statistical reports and trend analyses to keep stakeholders informed of turnaround progress and execution status.
• Help maintain and update turnaround control procedures, ensuring strict adherence within the section.

Additional Key Responsibilities

• Review and improve contracting policies, procedures, and systems to enhance workflow efficiency and safeguard company interests.
• Analyze scopes of work to determine optimal enquiry/tender processes and contract types.
• Prepare approval memos and secure necessary authorizations from competent authorities.
• Consolidate service requirements for turnarounds, initiate procurement processes, and establish long-term contracts for recurrent services.
• Identify potential bidders and manage tender invitations and approvals in coordination with Supply Chain.
• Seek cost-saving opportunities by consolidating requisitions and streamlining post-order activities.
• Develop and monitor planning and controlling system procedures, promoting zero-based costing for market-reflective estimates.
• Produce periodic reports on cost forecasts, expenditure monitoring, and variance analyses to highlight potential overruns and support decision-making.
• Coordinate with stakeholders to prepare, follow-up, and control annual and 5-year rolling capital turnaround plans.
• Ensure correct accounting treatment of turnaround expenses and allocation of labor and costs following company procedures.
• Review turnaround cost estimates at various maturity stages for accuracy, completeness, and compliance.
• Provide expertise and guidance on best practices in cost engineering and estimating.
• Utilize SAP PM and SAP MM modules to support turnaround management activities.
• Support team development in turnaround planning methodologies, scheduling tools, and industry best practices.

Candidate Profile

• Bachelor’s degree in a relevant field, ideally Mechanical Engineering.
• At least 5 years of demonstrated experience in similar roles, preferably within fertilizer industries.
• Experience with SAP S/4HANA Enterprise Asset Management (EAM) is advantageous.
