Role Overview
The Tender Manager leads the centralized Tenders team, which includes Submission Managers, Bid Writers, and Bid Leaders, to secure profitable civil construction contracts across New Zealand. Reporting to the General Manager Winning Work, this position requires close collaboration with operational leaders to formulate strategy, plan efficiently, and produce persuasive, client-focused submissions.
Key Responsibilities
- Manage the end-to-end tender cycle, including pipeline planning, resource allocation, and ensuring adherence to timelines, governance, and review protocols.
- Produce comprehensive, commercially sound, and compelling tender submissions.
- Develop bid capabilities and embed standardized best practices across the organization.
- Support and guide operational teams to enhance their effectiveness in winning contracts.
- Implement continuous improvements in systems, processes, and information management.
- Drive innovation in bid development to improve competitive positioning.
- Oversee tender budgets, team expenses, and external support resources effectively.
- Provide strategic leadership on key bids, including shaping approaches and win strategies.
- Contribute to bid/no-bid decisions based on thorough risk assessments and success probability.
Experience and Qualifications
- Extensive experience (over 10 years) in civil construction management combined with demonstrated success in leading strategic tenders.
- Strong leadership skills to manage and inspire high-performing teams, fostering a culture of safe innovation, trust, and commitment.
- Keen interest in optimizing processes and adopting technology to drive efficiency and improve results.
- Experience in business development with proven ability to create and maintain client, consultant, and partner networks.
- Excellent commercial judgement and ability to devise engineered solutions for complex challenges.
- Practical knowledge and experience working within relevant design and tender compliance procedures.
- Relevant tertiary qualification, such as Civil Engineering, or equivalent practical experience.
