Job Overview
As a Talent Development Specialist within a leading smart city initiative, you will play a pivotal role in shaping and executing training strategies aimed at enhancing workforce capabilities. Your focus will be on creating tailored training architectures, providing technical and behavioral program inputs, and ensuring seamless integration of training with individual performance goals and succession planning.
Key Responsibilities
- Assist in designing training frameworks, curricula, and learning pathways aligned with organizational objectives.
- Offer insights on technical and behavioral programs based on thorough needs analysis.
- Integrate training outcomes with performance plans, competency frameworks, and talent succession strategies.
- Help develop and maintain plans for certifying internal technical trainers in specialized areas to enhance knowledge sharing.
- Oversee the technical training calendar, ensuring budget compliance and alignment with strategic priorities.
- Execute training plans collaboratively with various organizational units, ensuring adherence to schedules, participation benchmarks, and quality standards.
- Manage coordination with external training suppliers to support program delivery.
- Organize technical workshops, seminars, and conferences, overseeing all planning and operational aspects.
- Provide ongoing support to team members engaged in delivering technical training and support services.
- Contribute to continuous improvement by reviewing program evaluations, measuring impact, and recommending content and delivery enhancements.
- Compile analytical reports on program effectiveness and utilization to aid management decision-making.
Required Qualifications & Experience
- Bachelor's or Master's degree in Human Resources or related disciplines.
- Minimum of 3 years experience if holding a Master's degree; or 5 years if holding a Bachelor's degree, in relevant fields.
- Strong capability in core data analysis and reporting.
- Familiarity with general administrative processes and operational coordination.
- Proven ability to conduct Training Needs Analysis (TNA) and identify competency gaps.
- Experience managing training operations and learning centers.
- Skilled in planning, execution, and evaluation of training programs.
- Experience developing and managing Individual Development Plans (IDPs).
- Expertise in instructional design and curriculum development.
- Good understanding of the organization's business context and working environment.
