Overview

Situated at Al Udeid Airbase in Doha, the Qatar Technical Institute (QTI) offers internationally certified training programs spanning Foundation Training, General Engineering, and Specialty Type Training for all three branches of the Qatar Armed Forces. Aligning with Qatar Vision 2030, QTI ensures Armed Forces personnel receive relevant skills and knowledge for their military careers.

Role Summary

The Senior Project Professional will support and coordinate Project Management activities, including Continuous Improvement initiatives, to ensure effective delivery of training and instructional services for the Qatar Armed Forces. The role requires managing daily Project Management team functions, overseeing project control mechanisms, and collaborating closely with Qatar Program Office (QPO) and Qatar Branch Office (QBO) to maintain comprehensive project management systems tailored to QTI contexts. Specialist expertise in one or more Project Management & Control domains—such as cost, risk, scheduling, or resourcing—is essential, alongside guiding colleagues in their implementation. The role demands working autonomously in a fast-paced, dynamic environment.

Core Responsibilities

  • Implement consistent Project Management policies, governance, and principles across QTI following the Project Management Plan and operational frameworks.
  • Assist in Contract Closure processes for QTI and Facilities Contract Service Requests (CSRs).
  • Manage and drive the ‘Good Ideas’ and ‘Continuous Improvement’ program to enhance operational and financial performance.
  • Support the PM Lead in managing, monitoring, and controlling QTI and Facilities CSRs, assuring high-quality, timely data for management and leadership, including preparing reports, quarterly CSR supporting data, and coordinating monthly Risk & Opportunities meetings.
  • Maintain project baselines with effective change control, and oversee risk, opportunity, and resource management; serve as focal point for change control and resource processes in conjunction with manpower suppliers.
  • Help implement the BAE Systems Lifecycle Management Framework, especially Phase Review requirements.
  • Document evidence supporting contractual payment milestones.
  • Ensure project and business governance remains current and aligned with BAE Systems policies.
  • Provide project management support to Foundation and Vocational Teams with a service delivery approach, including overseeing courseware design per Certificate of Design (CoD) procedures and facilitating improvement initiatives.
  • Prepare periodic progress reports for all relevant internal and external stakeholders to maintain effective communication on Technical Institute status.
  • Serve as contact point for Export Control and responsible document and record management obligations applicable to QTI.

Leadership Duties

  • Collaborate within a multi-national, culturally diverse team supporting shared objectives set by senior leadership.
  • Deliver personal and team goals aligned with business strategies.
  • Promote cooperative working relationships both inside and outside QTI.
  • Manage projects of low to medium complexity, identifying and handling risks and opportunities to meet defined deliverables.
  • Oversee planning, scheduling, control, and reporting operations to track progress against budgets and performance criteria.

Key Competencies

  • Familiarity with project management methodologies, tools, and techniques.
  • Proven ability to plan, execute, and monitor performance improvement projects meeting timelines, budgets, and organizational goals.
  • Strong data analysis skills to detect trends and measure key indicators, designing recovery plans as needed.
  • Knowledge of continuous improvement methods and emerging best practices for business process enhancement.
  • Understanding of BAE Systems Lifecycle Management Framework and experience with Phase, Design, and Contract Reviews.

Technical Skills

  • Use data insights to analyze performance metrics and propose process enhancements.
  • Coordinate change initiatives, securing stakeholder engagement and guiding teams through transitions.
  • Identify and redesign business processes for improved efficiency and effectiveness.
  • Manage projects from initiation through completion ensuring on-schedule delivery and optimal resource use.
  • Foster collaboration across teams to drive continuous improvement efforts.
  • Awareness of working norms and cultural considerations in the Middle East context.
  • Additional regional language abilities are advantageous but not mandatory.

Candidate Requirements

  • Strong organizational capabilities and motivation skills.
  • Ability to manage multiple priorities independently in a dynamic environment.
  • Experience engaging with customers sensitively within the Middle Eastern cultural setting.
  • Comfort working in a diverse multinational environment.
  • Possession of APM Project Management Qualification or IPMA Level D or equivalent.
  • At least five years’ experience in managing complex Project Control systems.
  • Capacity to simultaneously handle Project Management delivery and Project Control functions.
  • Proficient with IT tools including spreadsheets, word processing, and database applications.
  • Motivated to promote adoption of advanced technology within the Technical Institute.

Desirable Qualifications

  • APM Project Professional (formerly Practitioner) Qualification or IPMA Level C equivalent.
  • Additional language skills relevant to the Middle East region.
