Key Responsibilities

  • Oversee full-cycle management of assigned pursuits, including registration, qualification, decision-making, scheduling, workplan creation, cross-team coordination, and proactive risk escalation.
  • Lead proposal production activities such as scheduling, managing section owners, drafting content, handling review comments, versioning, compiling annexes, and assembling complete submission packages including technical, financial, and administrative components.
  • Create and refine proposal documents with advanced Microsoft Word formatting to ensure professional, consistent, and publication-ready presentations.
  • Develop and maintain compliance matrices to ensure adherence to bid requirements and coordinate approval processes across technical, pricing, and compliance teams prior to submission.
  • Coordinate collection of expert CVs, partner contributions, and inputs from country offices; maintain bid trackers, action logs, and submission timelines.
  • Manage proposal archives, update templates, maintain bid library content, provide status updates, and document lessons learned.
  • Support clarifications and best-and-final-offer procedures post-submission and prepare handover documentation for successful bids.

Qualifications and Experience

  • Bachelor’s degree in Business Administration, Economics, Management, Development Studies, International Development, Public Policy, Communications, English, Journalism, Project Management, Monitoring and Evaluation, Research, or related disciplines.
  • Master’s degree or relevant professional certifications are considered advantageous.
  • At least 7 years of growing responsibility in proposal management, bid coordination, business development support, consulting operations, project coordination, client-funded programs, development consulting, research, evaluation, advisory services, or professional services.
  • Proven experience managing competitive proposals for governments, international NGOs, multilateral organizations, foundations, consulting clients, or private sector entities.
  • Hands-on experience in managing timelines, contributors, CVs, annexes, compliance documentation, reviews, version control, and final submission processes.
  • Strong background in development consulting, research, evaluation, data collection, technical assistance, or multi-country field operations is highly preferred.
  • Experience engaging with East African or global development sector clients is beneficial.
  • Familiarity with donor templates, procurement platforms, electronic submission systems, and structured proposal review processes is an added advantage.
