About the Role

The City of Pearland, TX seeks a dedicated full-time Purchasing Business Partner to support daily operations within its Finance department's Purchasing Division. This role is ideal for candidates who thrive in a fast-paced environment and are committed to excellent service.

Compensation and Benefits

The position offers an annual salary ranging from $68,268.87 to $87,042.80, commensurate with experience. The city fully covers dental, long-term disability, and life insurance premiums for employees, alongside covering most medical premiums for employees and their dependents. Role Overview

The Purchasing Business Partner plays a central role in the city's procurement activities, developing and implementing procurement strategies, overseeing contracts, and fostering strong vendor relationships aligned with organizational goals. This role is crucial in managing contracts, providing guidance and training to team members, and supporting multiple city departments.

Operating largely independently yet collaborating with other Purchasing Business Partners, this position reports key developments during scheduled meetings and functions under limited supervision.

Key Responsibilities

  • Assist internal city partners with diverse procurement activities, including bids, requests for proposals, and purchasing.
  • Ensure full compliance with policies regarding the purchasing of materials, supplies, equipment, and services.
  • Contribute to development, updates, and city-wide training on Purchasing and Contract policies and procedures.
  • Collaborate with business partners and vendors to negotiate Consumer Price Index (CPI) adjustments in contracts based on U.S. Bureau of Labor Statistics data.
  • Manage vendor communication to resolve disputes, ensure corrective actions, and maintain performance standards.
  • Maintain regular engagement with user departments to ensure procurement system effectiveness and compliance.
  • Prepare and review requests for city council approval related to contract bids, awards, and renewals.
  • Generate quarterly vendor spending reports and manage bid solicitations and contracts for specific departments.
  • Coordinate bid posting, data tabulation, and information distribution as a liaison between city departments and vendors.
  • Develop bid specifications and manage contract preparation and renewals collaboratively with departments.
  • Monitor the city’s purchasing card program, including cardholder setup, transaction verification, and support.
  • Coordinate surplus item preparations for auctions conducted via GovDeals.
  • Assist with full contract lifecycle management, including document creation, execution oversight, and bid evaluations.
  • Maintain an organized bid log and calendar for efficient contract tracking.
  • Perform audits of vendor invoices and related documentation to verify adherence to policies.
  • Take on additional duties as assigned.
