Overview
The Department of War Education Activity (DOWEA) in Alexandria, VA, seeks a Program Manager responsible for overseeing one or more programs within the Facilities Division. These programs may encompass areas such as Real Property Management, Facility Asset Management, Asbestos Management, and Sustainment and Restoration.
Primary Responsibilities
- Act as a Program Manager coordinating Facilities Division programs including real property, asset, asbestos management, and sustainment activities.
- Translate agency policies, laws, regulations, and guidance into effective program development and execution.
- Prepare comprehensive contract documentation, including scopes of work, government cost estimates, contract data specifications, justifications, approvals, acquisition strategies, and source selection plans.
- Provide fiscal guidance to Facilities Division leadership at headquarters and regional levels, including detailed policy and procedural advice, and assumptions for budget formulation.
- Develop thorough programming documentation and financial planning justifications for short- and long-term budgeting and organizational planning processes.
Employment Conditions
- Male applicants born after December 31, 1959, must complete a Selective Service pre-employment certification.

- A probationary period of up to one year may be imposed.
- Appointment depends on a suitability and fitness review following a background investigation, requiring a Tier 1 security clearance.

Candidate Eligibility and Qualifications
Eligible candidates include current DOWEA and Department of War civilian employees, personnel from the Domestic Defense Industrial Base, individuals within the Interagency Career Transition Assistance Plan, and multiple priority placement program beneficiaries such as military reserve or spouse preferences and veterans. Specific categories and documentation proof will be required.
Applicants must have a minimum of one year specialized experience involving managing multiple real property facility programs, providing cost and contract proposals, analyzing program performance data to identify issues, and collaborating on program improvements.
Applicants who have previously occupied a General Schedule (GS) role must meet time-in-grade requirements.
Residence within the local commuting area of Alexandria, VA, is expected.
Education and Experience
This position does not permit substituting education for required experience. Qualification is based entirely on experience.
