Position Overview

The Learning & Development Specialist will lead the design, execution, and ongoing refinement of the competency assurance framework for Maintenance personnel. This involves delivering structured classroom, practical workshops, simulation exercises, coaching, and On-the-Job Training (OJT) to ensure reliable, safe, environmentally compliant, and efficient plant operations. This role requires identifying skill gaps, performing Training Needs Analysis (TNA), crafting competency-driven training programs, facilitating technical instruction, conducting assessments, managing learning records, and supporting employee qualification and authorization processes. Close collaboration with departments such as Maintenance, Operations, Engineering, Reliability, Process Safety, HSE, HR, and Subject Matter Experts (SMEs) is critical to guarantee that all employees meet Tronox's technical competency standards.

Key Responsibilities

• Deliver diverse training methods including classroom sessions, workshops, field coaching, and structured OJT.
• Work alongside department leaders to perform Training Needs Analysis (TNA) to identify competency gaps.
• Use competency matrices, operational data, incident reviews, and audits to detect training and skill gaps.
• Develop and regularly update competency-based curricula tailored to organizational needs.
• Create Certified Equipment Training Programs (CETP), Job Rotation Training Plans (JRTP), OJT pathways, qualification tracks, and technical development initiatives.
• Establish structured learning pathways for various employee tiers including new hires, experienced staff, multi-skilled workers, and succession candidates.
• Develop comprehensive training materials such as manuals, presentations, SOP guides, evaluation tools, and reference documents.
• Transform operational procedures, maintenance instructions, OEM manuals, and engineering standards into engaging and effective learning resources.
• Collaborate with SMEs to design technical content that ensures relevant and updated learning.
• Implement blended learning approaches encompassing instructor-led, digital, self-paced, and workplace learning modalities.
• Conduct both theoretical and practical competency evaluations ensuring employee skills meet defined industry standards.
• Develop assessment content including written tests, practical checklists, and question repositories.
• Verify competencies for employee qualification and authorization, supporting ongoing reassessments as needed.
• Maintain up-to-date employee learning records, competency matrices, qualification statuses, and training documentation.
• Generate monthly competence reports and maintain LMS compliance and document control standards.
• Coordinate training schedules annually and monthly with relevant stakeholders to meet organizational requirements.
• Assess and enhance the effectiveness of training initiatives through feedback, assessments, work observations, and operational outcomes.
• Participate in initiatives to elevate organizational capabilities and continuously improve training offerings.
• Ensure all learning modules align with Tronox Safety Standards, Process Safety Management (PSM), environmental policies, and company procedures.
• Promote principles such as Human Performance, Learning from Events, and Safe Work Practices within all training programs.
• Support competence requirements tied to key safety processes including Permit to Work, Isolation, Critical Risk Management, and Life Saving Rules.

Qualifications & Experience

• Bachelor's Degree in Mechanical Engineering is essential.
• Minimum of five years of industrial maintenance experience within heavy industry environments.
• At least three years experience in technical training, coaching, mentoring, or competency development roles.
• Experience in sectors such as chemical processing, mining, petrochemical, power generation, or heavy manufacturing is desirable.
• Familiarity with competency-based training systems is required.
• Experience with Learning Management Systems (LMS) and competency management software will be advantageous.

Technical Skills

• Proficient knowledge of mechanical maintenance including rotating equipment, pumps, compressors, valves, piping, alignment, lubrication, and preventive/predictive maintenance techniques.
• Expertise in Training Needs Analysis (TNA), Competency-Based Training (CBT), On-the-Job Training Development, Assessment Design, Instructional Design, Coaching, and Mentoring.
• Competence in Microsoft Office tools such as Excel, Word, and PowerPoint.
• Strong communication, facilitation, planning abilities, stakeholder engagement, analytical thinking, continuous improvement focus, and safety leadership.
