Role Overview
The HR Operations Manager will lead the daily human resource operations essential to Steer Health’s smooth functioning and positive workplace culture. This role acts as the primary support for employees regarding onboarding, benefits, compliance, and record management, while partnering closely with leadership to support team growth. It's a hands-on position focused on refining existing workflows and implementing foundational HR processes for scaling.
Primary Responsibilities
- Manage the entire employee lifecycle including offer letters, background checks, onboarding, transfers, and offboarding.
- Oversee payroll administration, benefits management, leave programs, open enrollment, and respond to employee inquiries.
- Maintain accurate and confidential HR records, audit-ready and compliant with regulations.
- Ensure adherence to federal, Texas state, and local employment laws, updating employee handbooks, policies, and mandatory trainings (including HIPAA and security awareness).
- Support recruitment operations such as job postings, interview coordination, candidate communications, and offer finalization.
- Coordinate performance reviews and feedback cycles, equipping managers with necessary leadership tools.
- Manage employee relations affairs with sensitivity, sound judgment, and discretion.
- Lead culture, engagement, and recognition initiatives within the Dallas office environment.
- Administer vendor relationships for payroll, benefits brokers, and background screening services, seeking ongoing process improvements.
- Develop and provide comprehensive people analytics on headcount, hiring pipelines, retention, and other vital metrics for management.
Qualifications
- Minimum of 5 years progressing within HR roles, including direct responsibility for HR operations or as an HR generalist.
- Experience in startup or high-growth companies; background in healthcare or SaaS environments is advantageous.
- Solid understanding of employment law and compliance at federal and Texas levels.
- Proficient with HRIS and payroll systems such as Rippling, Gusto, ADP, or BambooHR.
- Exceptional discretion with confidential and sensitive information.
- Strong organizational aptitude, attention to detail, and capability to manage multiple priorities effectively.
- Clear and warm communication skills, able to quickly establish trust across all employee levels.
- Bachelor's degree in Human Resources, Business, or related discipline; SHRM-CP or PHR certification is beneficial.
- Availability to work full-time onsite at the Dallas, TX office.
