Role Responsibilities
The EPC Director will spearhead the complete procurement process for Engineering, Procurement, and Construction contracts across DataVolt’s data center projects. This leadership role entails creating and implementing procurement strategies, overseeing contractor engagement, managing tendering processes, conducting commercial assessments and negotiations, and ensuring procurement compliance.
- Formulate tailored EPC procurement plans, contracting approaches, tendering strategies, market engagement initiatives, control checkpoints, and award tactics for sizeable data center developments.
- Establish and nurture a vetted ecosystem of EPC contractors capable of delivering technically sound and commercially viable solutions across KSA, MENA, CIS, and other regions.
- Supervise the preparation of procurement documents including RFIs, EOIs, prequalification materials, RFPs, bidder instructions, evaluation frameworks, clarification logs, addenda, commercial templates, and reporting.
- Lead the execution of commercial analyses, risk evaluations, negotiation frameworks, bid comparisons, final award recommendations, and contract finalizations.
- Collaborate cross-functionally with Legal, Finance, Engineering, and Delivery teams to guarantee well-structured contracts, early works agreements, amendments, variations, guarantees, securities, liquidated damages, claims waivers, and balanced risk allocations.
- Maintain up-to-date benchmarking data on EPC costs, contractor pricing, and market rates to support financial planning, tender assessments, and management decisions.
- Create comprehensive, audit-ready procurement documentation that ensures traceability of evaluations, approvals, compliance with delegated authorities, and effective responses to audit findings.
- Assist in managing commercial claims, entitlement assessments, contract variations, delay risks, damages, settlement negotiations, and contractor performance management in close liaison with Legal and Delivery functions.
- Provide senior leadership with timely updates on procurement status, risks, approval needs, tender outcomes, negotiation insights, and contract award proposals.
Experience and Qualifications
- Over 20 years of extensive experience in EPC procurement, commercial contract management, construction procurement, or managing large-scale project procurement activities.
- Expertise in procuring EPC contractors for mission-critical projects such as data centers, power generation plants, utilities, industrial facilities, or infrastructure developments.
- Demonstrated success in directing competitive tender processes, commercial evaluations, negotiations, and making high-stakes EPC contract award recommendations.
- Profound knowledge of EPC contract frameworks, including early works agreements, contract amendments, claims handling, liquidated damages, parent company guarantees, bonds, insurance requirements, and risk distribution principles.
- Proven ability to work collaboratively with Legal, Finance, Engineering, Delivery teams, as well as lenders, project sponsors, consultants, and executive management.
- In-depth understanding of procurement governance structures, delegated authority protocols, audit requirements, compliance standards, and tender documentation best practices.
- Competence in juggling multiple active projects, contractor negotiations, and complex executive priorities concurrently.
