Overview
The Cost Control Manager will oversee the monitoring, assessment, and management of project expenditures throughout all stages of road and bridge projects. The role involves partnering with project management teams to ensure budget adherence, accurate cost projections, comprehensive financial reporting, and sound commercial decision-making.
Key Responsibilities
- Create, update, and oversee project budgets and cost management systems tailored to contract requirements and project work packages.
- Establish detailed cost breakdown structures that align with project scopes.
- Track actual spending versus approved budgets and highlight any deviations.
- Assist in developing baseline budgets specifically for bridge and infrastructure construction tasks.
- Monitor all project-related commitments, actual costs incurred, and forecast future expenses across the project lifecycle.
- Develop in-depth cost forecasts and cash flow analyses.
- Conduct monthly evaluations of cost performance and generate related reports, dashboards, and executive summaries.
- Identify risks of budget overruns and propose corrective actions.
- Implement and manage Earned Value Management (EVM) methodologies to assess project progress and performance.
- Assist in change management activities by maintaining change registers and working with commercial and engineering teams to evaluate the financial impact of changes.
- Track procurement budgets, review purchase orders and subcontract agreements, and assess commitments against overall budgets.
- Collaborate with procurement to analyze the commercial performance of suppliers and subcontractors.
- Support contract administration by reviewing interim payment requests, evaluating claims, and verifying financial impacts of contract changes.
- Identify and analyze project cost risks and opportunities, maintain risk registers and contingency budgets, and recommend strategies to mitigate financial exposure.
- Coordinate closely with Planning Engineers and Project Controls teams to synchronize cost data with schedule and construction progress.
- Facilitate periodic integrated project control reports for internal management and client stakeholders.
Qualifications & Experience
- Bachelor's degree in Civil Engineering, Quantity Surveying, Construction Management, Cost Engineering, or a related field.
- Master's degree in Project Management, Cost Engineering, or Construction Management is advantageous.
- Minimum of 8 to 12 years working in cost control and project controls on large-scale construction projects.
- At least 5 years' experience specifically with bridges and transportation infrastructure.
- Experience operating within the GCC or Saudi Arabia construction sectors is highly preferred.
- Professional background involving collaboration with consultants, project management consultancies, government agencies, or leading contractors is beneficial.
