Job Overview

The Contracts Manager role involves comprehensive oversight of commercial and contractual matters related to major infrastructure and urban development initiatives. This position demands significant consulting experience, adeptness at handling multiple contracts concurrently, and expertise in contract administration, risk management, procurement support, claims handling, and negotiation.

Key Duties and Responsibilities

  • Prepare, review, negotiate, and oversee contract documents involving consultants, contractors, and suppliers.
  • Manage the entire contract lifecycle including tender documentation, evaluation before awarding contracts, post-award monitoring, and final contract closure.
  • Ensure strict adherence to contractual terms, deliverables, timelines, and regulatory standards.
  • Maintain detailed records such as contract registers, correspondence, change orders, insurance certificates, guarantees, and approvals.
  • Track contract financials including budgets, payment processing, cash flow forecasting, and exposure management.
  • Assess and control contract variations, time extensions, claims, and dispute resolutions.
  • Perform cost impact analysis and advise senior management accordingly.
  • Conduct commercial evaluations to support negotiation and settlement processes.
  • Assist in preparation of tender documents including scope definition, commercial conditions, and evaluation standards.
  • Take part in bid evaluations and negotiation of consultancy, construction, and service contracts.
  • Coordinate with legal and technical departments for clarifications, contract terms, and contract award decisions.
  • Identify contractual and commercial risks and develop mitigation plans.
  • Ensure compliance with local regulations, international standards, and internal policies.
  • Support audits by monitoring key performance indicators and compliance metrics.
  • Serve as the primary commercial liaison among consultants, contractors, project teams, and clients.
  • Facilitate contractual decision-making and ensure transparent communication among stakeholders.
  • Compile and deliver commercial and contractual reports to management.
  • Keep accurate and up-to-date documentation of all contracts, amendments, communications, and obligations.
  • Generate periodic reports detailing commercial status, outstanding claims, risk factors, and financial projections.

Professional Qualifications and Requirements

  • Possess a Bachelor’s degree in Civil Engineering, Quantity Surveying, Construction Management, Law, or a related field.
  • Have 10 to 15 years of extensive experience in contract management within consulting or project management consultancy (PMC) settings.
  • Demonstrate a successful background working on infrastructure, utilities, urban development, landscaping, road projects, or government-led projects.
  • Strong knowledge of FIDIC contracts, consultancy agreements, EPC contracts, subcontract agreements, and procurement protocols.
  • Experience in managing numerous contracts simultaneously in a government or semi-government project context.
  • Excellent negotiation capabilities, effective communication, and skills in managing diverse stakeholders.
  • Sharp analytical mindset and problem-solving skills with meticulous attention to detail.
  • Competency with MS Office suite, document control software, and contract management systems.
