Role Purpose
This position is responsible for directing and governing multi-campus operations, facilities, assets, and administrative support services across HITCL. The role ensures that learning environments remain safe, compliant, fully prepared, and efficiently run, while also overseeing outsourced service providers, internal campus leasing, procurement request discipline, and optimal use of academy facilities.
Key Accountabilities
- Keep all HITCL campuses operational, safe, and running without disruption.
- Protect physical assets and improve the effective use of facilities and infrastructure.
- Ensure external service providers deliver compliant, high-quality, and cost-conscious services.
- Oversee internal leasing of campus space to sister companies in a controlled, transparent, and fair manner.
- Maintain full compliance with safety, regulatory, and internal governance standards.
- Control campus-related budgets and spending with financial discipline.
Performance Measures
- Campus readiness and availability, along with the number of service interruptions or safety incidents, and stakeholder satisfaction with campus support.
- Asset compliance, audit outcomes, asset utilization, condition levels, and maintenance response and completion times.
- SLA adherence, vendor scorecards, and cost performance against approved budgets.
- Accuracy and timeliness of cost recovery, compliance with internal leasing arrangements, and satisfaction with shared-space usage.
- Number of compliance or audit issues, time taken to close identified risks, and safety incident frequency.
- Budget variance, speed of financial reporting, and efficiency of approval cycles.
Major Activities
- Direct campus operations across multiple HITCL sites to ensure ongoing readiness and strong service delivery.
- Oversee facilities, infrastructure, and assets with attention to lifecycle planning, risk, and compliance.
- Administer internal leasing of campus areas to sister companies, including allocation, service expectations, and usage governance.
- Coordinate facility-related cost recovery and cross-charging with Planning & Budget and Finance.
- Supervise outsourced providers such as cleaning, catering, pest control, landscaping, and restaurant operations, ensuring SLA compliance.
- Ensure campuses meet health, safety, security, and regulatory requirements.
- Own inspection preparedness and coordinate internal as well as external audit and regulatory visits.
- Prepare and track operational budgets for facilities, and authorize spend within delegated limits.
- Maximize the use of classrooms, labs, workshops, and shared spaces.
- Manage asset inventory, valuation, safeguarding, and reporting for high-value institute assets.
- Run maintenance programs to support infrastructure reliability and business continuity.
- Define and track operational KPIs, service quality indicators, and improvement actions.
- Serve as the main senior point of contact for internal stakeholders and sister companies on campus matters.
- Build and manage capable operational teams and contractors with clear accountability and performance expectations.
Job Context
The role carries responsibility for the governance, readiness, and utilization of HITCL facilities, supporting uninterrupted learning delivery and the effective shared use of campus spaces in coordination with internal stakeholders.
Authority and Decision Scope
- Can approve campus operating expenses within delegated authority.
- Can approve vendor selection, service agreements, and renewals.
- Can endorse internal facility use and leasing arrangements.
- Escalates capital expenditure requests and policy exceptions when needed.
Strategic Focus
- Keep HITCL campuses safe, dependable, and high-quality for learning activities.
- Protect and enhance institutional assets and infrastructure.
- Support learning delivery through disciplined operations, compliance, and internal commercial governance.
Qualifications and Experience
A bachelor’s degree in Facilities Management, Engineering, Business Administration, or a related discipline is required; a master’s degree is preferred. The role calls for 12 to 15 years of experience in campus operations, facilities, asset management, or large-scale administration, including work across multiple sites, high-value assets, and outsourced service portfolios.
Language Requirement
Professional fluency in both English and Arabic is required.
Preferred Certifications
Professional credentials in facilities management, health and safety, project management, contract or vendor management, or procurement governance are advantageous, such as CFM/FMP, NEBOSH, PMP/PRINCE2, WorldCC, or CIPS.
