Role Summary
The Tender Bid Manager will oversee the complete lifecycle of infrastructure tender submissions, from receipt to final handover. This position is accountable for devising and harmonizing the technical, commercial, and delivery strategies for each bid, coordinating across multiple stakeholders to ensure compliant, persuasive, and strategically aligned proposals.
Key Responsibilities
- Assume end-to-end accountability for assigned tenders, including developing delivery methods, construction strategies, engineering approaches, and value propositions.
- Interpret and analyze tender documents, clarifications, and client requirements thoroughly.
- Serve as the central point for all tender-related communications, managing queries via eTenders and internal channels.
- Maintain registers for tender queries and deliverables, enforce deadlines, and drive progress tracking.
- Organize internal review sessions to guarantee quality outputs and adherence to schedule.
- Ensure tender documentation, formatting, templates, and branding adhere to set standards.
- Collaborate with Estimating, Engineering, HSEQ, ISS, and support departments for consistent and comprehensive submissions.
- Arrange and facilitate weekly coordination and governance meetings to monitor actions and approvals.
- Lead or supervise the preparation of technical content including methodologies, execution plans, resource planning, innovations, and logistics.
- Align cost models with technical submission alongside Estimating and planners to develop compliant tender schedules.
- Manage stakeholders including clients, legal, insurance, procurement, commercial, and partners to secure compliance and risk mitigation.
- Lead internal tender approvals, red-team reviews, and maintain all completion records and evidence files.
- Identify and escalate risks or delays proactively to senior management.
- Oversee final digital and paper tender submissions, client presentation rehearsals, and manage post-bid clarifications and negotiations.
Qualifications and Experience
- Degree in Civil Engineering.
- Proven track record managing tenders in infrastructure or civil engineering projects.
- Comprehensive knowledge of civil engineering principles, infrastructure delivery, and construction techniques.
- Strong organizational, communication, and bid writing skills.
- Experience leading multidisciplinary teams under tight deadlines and managing multiple tenders simultaneously.
