Job Overview

The City of Windsor’s Planning Department is seeking a Zoning Coordinator to work temporarily on a full-time basis. This role, reporting to the Deputy City Planner- Development, involves reviewing development applications for zoning compliance, providing zoning and by-law information to the public and administration, and supporting various planning processes.

Duties and Responsibilities

  • Respond verbally and in writing to inquiries relating to zoning by-laws, business licenses, rezoning, site plan controls, and public complaints.
  • Deliver zoning information at the public counter referencing zoning by-laws, site plan agreements, and other relevant regulatory documents.
  • Provide specialized zoning details to legal professionals through multiple communication channels.
  • Maintain records and mapping of by-law amendments as they occur.
  • Review early-stage development proposals to confirm adherence to zoning and other applicable by-laws.
  • Represent the Planning Department during Committee of Adjustment meetings and other relevant forums.
  • Offer pre-consultation services regarding rezoning, site plan control, and zoning to various stakeholders such as lawyers, architects, developers, and homeowners.
  • Assess fence, sign, and zoning by-laws connected with Variance Applications before the Committee of Adjustment.
  • Prepare and endorse zoning compliance letters.
  • Travel to off-site locations as necessary for job duties.
  • Fulfill Occupational Health and Safety responsibilities consistent with the Corporation’s policies.
  • Execute other related tasks as assigned.

Candidate Qualifications

  • Completion of a three-year post-secondary program or degree in Civil Engineering Technology, Planning, or Architectural Technology from a recognized college or university, or equivalent accreditation.
  • Minimum of three years’ experience working with zoning by-laws.
  • Ability to travel promptly to off-site locations; possession of a valid driver’s license with a clean driving record is required if travel is by vehicle.
  • Proficient in reading and interpreting construction drawings, plans, legal descriptions, and property-related agreements.
  • Substantive experience in zoning interpretation and construction, ideally within a municipal context.
  • Familiarity with key regulations including the Zoning By-Law, Fencing By-Law, Sign By-Law, Business Licensing By-Law, Ontario Planning Act, Building Code Act, and development review procedures.
  • Strong computer skills, including Windows applications (Word, Excel, Outlook), CAD, land information systems, and graphic software.
  • Exceptional communication, presentation, organizational, and interpersonal abilities.
  • Proven capacity to address challenges and meet deadlines under pressure.

Physical Demands

The role is predominantly sedentary in nature based on the associated physical demands analysis.

Additional Information

  • This position is part of the C.U.P.E. Local 543 union, classified at Grade 0.16.
  • The hourly wage ranges from $36.13 to $42.50.
  • Standard weekly hours total 35, with no shift work required.
