Job description

Role Overview

The Traffic Management Specialist is responsible for coordinating the movement of pre-positioned GPMS cargo to destinations across the world by air, land, and sea. This role requires strict adherence to international and federal transportation rules, tariff requirements, and Department of Defense guidance, along with compliance with Amentum’s ISO 9001 quality standards and the Performance Work Statement.

The position involves using multiple logistics, freight management, cargo tracking, and transportation systems to maintain in-transit visibility across the Defense Transportation System. It also includes completion of required training and certifications such as AMMO-43, Intermodal Dry Cargo Container/CSC Reinspection, AMMO-62, and WPM certification or recertification training.

Core Duties

  • Review, accept, and process cargo documentation for inbound and outbound shipments within the Defense Transportation System.
  • Verify shipment details such as nomenclature, quantities, TCNs, TACs, consignor and consignee codes, hazardous or classified status, and ITAR-related certifications.
  • Classify freight correctly, choose commodity codes, select the most suitable shipping method, and manage transportation fund obligations.
  • Prepare shipping papers, create labels, assign Transportation Control Numbers, and issue truck manifests for general and hazardous cargo.
  • Enter and maintain transportation data in systems such as CMOS, GATES, IBS, ICODES, JCM, and related tracking tools.
  • Inspect hazardous materials for proper packaging, marking, labeling, documentation, and certification under applicable regulations.
  • Receive, inspect, and inventory incoming freight and containers, and complete discrepancy reports when shortages, overages, or damage are found.
  • Track shipments and respond to customer queries using visibility platforms and transportation reporting tools.
  • Prepare movement requests and shipping documents for domestic, international, sea port, and air movement requirements.
  • Support port handling and inland transportation activities and monitor subcontractor performance against the statement of work.
  • Process export traffic release requests for sealift shipments and work with customs authorities and host-country ministries for border, airport, and seaport clearance.
  • Coordinate with carriers to arrange transport equipment for containers, sensitive freight, hazardous cargo, and outsized shipments.
  • Load and unload pallets, equipment, vehicles, ISO containers, and, where required, military vessels and aircraft.
  • Assist with pallet, net, wood packaging material, and container management, inventory control, inspection, and reporting.
  • Conduct container inspections, maintain records, and ensure all containers are received or shipped in the required system timelines.
  • Support aircraft cargo processing, load planning, pre-load documentation, joint inspections, weight and balance calculations, and aircraft loading requirements.
  • Handle passenger service tasks such as check-in, manifesting passengers and baggage, and performing security checks when required.
  • Measure cargo and vehicle weight, verify balance, and confirm compatibility with pallet and aircraft limits.
  • Implement and document quality, training, safety, and environmental programs.
  • Maintain technical orders, publications, forms, files, reports, and other operational records.
  • Carry out additional tasks as assigned and work in office, warehouse, shop, or outdoor settings as needed.

Requirements

  • Strong proficiency with Windows-based computers and Microsoft Office applications, especially Word, Excel, and PowerPoint.
  • Working knowledge of shipping and receiving processes, with the ability to identify issues and escalate them appropriately.
  • Good organizational ability and the capacity to work effectively under pressure and tight deadlines.
  • Ability to build productive working relationships with colleagues, multinational teams, and internal and external customers.
  • Clear oral and written communication skills while maintaining COMSEC, OPSEC, and COMPUSEC requirements.
  • Understanding of material handling equipment operations and the associated safety risks.
  • Willingness to train on and operate material handling equipment.
  • Valid home-country driver’s license and the ability to obtain a host-nation driver’s license.
  • High school diploma or equivalent.
  • At least 3 years of traffic management, air freight, or closely related experience, or an associate degree in a related field.
  • Relevant experience may include import/export, freight acceptance, cargo handling by air, land, or sea, recordkeeping, container management, customer service, or cargo operations systems.
  • Current HAZMAT certification under AFMAN 24-604, or the ability to obtain it after joining.
  • Eligibility to obtain and maintain facility credentials and authorization; US citizenship is required for credentials at this location.
  • Ability to wear personal protective equipment as required.
  • Physical ability to perform the job, including lifting, pushing, and pulling up to 50 lbs.
  • Willingness to travel domestically and internationally.

Preferred Experience

  • Experience with aircraft cargo loading and unloading, including tie-down and restraint techniques using 463L pallets, nets, straps, chains, and related devices.
  • Familiarity with AMC airlift load planning or an equivalent qualification, along with joint inspection procedures.

Work Environment

This role may involve time in an office, maintenance shop, warehouse, and outdoor areas, with extended periods spent outside when needed.

Compliance and Training

The position requires compliance with applicable transportation laws, Department of Defense standards, ITAR rules, the Performance Work Statement, and Amentum’s ISO 9001 Quality Management System. The specialist must also complete the required web-based and regulatory training tied to hazardous materials, cargo containers, and wood packaging materials.
