Key Responsibilities

• Develop and implement procurement plans for chemical products aligned with production, sales demands, inventory status, and market pricing trends, defining procurement volumes, schedules, and budget distribution.
• Manage the entire procurement lifecycle independently, including supplier management, purchase order processing, and delivery tracking to ensure timely, quality, and cost-efficient material receipt.
• Establish and maintain procurement documentation and supplier records to support tiered supplier management.
• Coordinate logistics involving sea freight, land transportation, and tank containers to organize delivery, unloading, and onsite transport handover, ensuring safe and punctual material arrival.
• Collaborate closely with warehousing and tank farm teams to optimize inventory composition, monitor safety stock levels, control turnover rates, and minimize obsolete stock and capital lockup.
• Oversee import/export customs clearance procedures and related documentations such as bills of lading, invoices, and certificates of origin, ensuring compliance with Singapore and Southeast Asian regulatory requirements.
• Assess product quality issues initially and collaborate with the quality team for inspections; communicate with clients to facilitate smooth receipt of goods.
• Serve as the liaison across procurement, logistics, warehousing, sales, and quality departments to maintain effective communication and prompt resolution of issues.
• Manage exceptions encountered during deliveries, including delays, losses, and quality disputes, escalating and ensuring timely resolution.
• Gather and analyze data on raw material prices, freight costs, and market supply-demand changes to inform procurement strategies.
• Continuously improve procurement costs and efficiencies through negotiation, price comparison, and consolidated purchasing strategies.
• Adjust procurement timing and strategies dynamically in response to market price fluctuations to mitigate procurement and logistics cost risks.

Qualifications

• Bachelor's degree or higher in Chemistry, Chemical Engineering, International Trade, or related disciplines.
• Minimum of 5 years' experience in chemical procurement, with preference for candidates having integrated procurement-sales and import/export trade expertise.
• Demonstrated strong teamwork, customer-focused approach, and proactive work ethic.
• Excellent commercial negotiation and interpersonal communication skills with aptitude for building and sustaining supplier partnerships.
• Proficient in data analysis and information management, detail-oriented with strong planning, execution, and learning capabilities.
• Willingness to undertake occasional business travel in Southeast Asia regions including Thailand, Malaysia, and Indonesia.
