Role overview

This contract position sits within the Workforce Development Division (WDD) and focuses on leading the Skills workstream for SBF’s Jobs Skills Integrator for Wholesale Trade (JSIT-WST) programme. The role combines strategy and execution across workforce capability development, training curation, and engagement with stakeholders in the skills ecosystem, while also helping shape the next phase of JSIT for more structured, scalable, and digitally enabled workforce transformation.

The successful candidate will turn workforce diagnostics, jobs-skills insights, and employer requirements into practical, role-based development pathways that support business priorities. These pathways should be aligned to refreshed Jobs Transformation Map (JTM) priorities and Workforce Transformation Guides (WTGs), with the aim of driving adoption by employers and improving implementation outcomes.

This is a hands-on and partnership-heavy role that involves collaborating with internal teams, employers, and ecosystem partners to convert capability-building initiatives into real outcomes such as training uptake, job redesign, and workforce transformation at scale.

The assignment runs until 31 March 2027.

Key responsibilities

  • Lead delivery of the JSIT-WST Skills workstream across employer outreach, partner coordination, programme rollout, dashboard tracking, and KPI monitoring.
  • Support adoption of WTGs, reviews of the training landscape, and the launch of capability-building initiatives in areas such as AI, trade, investment, and internationalisation.
  • Work with internal stakeholders to design SME capability clinics aligned to WST ITM, JTM, IDP, and priority skills areas.
  • Co-develop pilots and flagship programmes with the JSIT-WST Jobs/Marketing teams, SBI, and other ecosystem partners.
  • Integrate JSIT-WST with wider WDD offerings and partner solutions to create more complete business support packages.
  • Identify, engage, and manage skills ecosystem partners such as training providers, institutes of higher learning, SSG Queen Bees, and technology or AI solution providers.
  • Build and maintain a partner pipeline, and help activate SBF’s MOU partners to expand training and capability delivery.
  • Review the training landscape to find gaps and opportunities, then curate suitable learning solutions for WST capability development.
  • Support the design of modular and stackable learning offerings and help develop new or enhanced programmes where needed.
  • Engage WST companies to understand capability gaps, promote relevant training solutions, and guide employers toward practical upskilling and reskilling actions.
  • Translate diagnostics and employer needs into structured capability pathways, and support implementation, adoption, and continuous improvement.
  • Create and manage dashboards for training participation, partner activity, company engagement, and programme progress.
  • Track performance against JSIT-WST Skills KPIs and ensure reporting is complete, accurate, and audit-ready.
  • Plan and support outreach events, workshops, clinics, and activation campaigns to increase participation and conversion into programme uptake.
  • Coordinate cross-functional activities to ensure Skills, Jobs, and outreach workstreams remain aligned and delivered as one integrated model.
  • Support employer onboarding, follow-up, and improvement initiatives that strengthen programme effectiveness and scalability.
  • Guide team members on execution, reporting, partner handling, and documentation, while supporting knowledge sharing and team capability development.

Requirements

  • At least 6 years of relevant experience in workforce capability development, training ecosystem engagement, or programme management, including work with complex multi-stakeholder initiatives and sector-wide adoption.
  • Proven background in stakeholder engagement, partnership building, and programme delivery.
  • Working knowledge of training landscape reviews, course curation, and capability pathway design, with the ability to convert business and workforce needs into workable solutions.
  • Experience building dashboards, tracking KPIs, and preparing reports that support performance management and decision-making.
  • Strong project management, coordination, and operational execution capabilities, with attention to governance, audit readiness, and grant management requirements.
  • Effective communication and stakeholder management skills, with the ability to juggle multiple priorities across different teams.
  • Self-starter who is resourceful, meticulous, and comfortable working in a fast-moving environment.
  • Knowledge of Singapore’s workforce development ecosystem, including WSG, SSG, EnterpriseSG, and institutes of higher learning, is an advantage.
  • ACTA, DACE, or similar certifications are an added advantage.
  • Experience turning sector initiatives such as JTM and WTG into scalable training programmes and driving adoption through partners or comparable platforms is an advantage.

Additional information

This is a contract position lasting until 31 March 2027. The role is based in Singapore and is intended for on-site work.

Role focus

The ideal candidate will be commercially minded, proactive, and comfortable building new initiatives from the ground up. Success in this role depends on the ability to combine data, partnerships, and programme execution to deliver measurable workforce transformation outcomes.
