Job description
Role Overview
The Supply Management Specialist will work collaboratively with personnel across Headquarters, Regions, and Districts within the Department of War Education Activity to uphold property integrity and curtail errors, fraud, waste, and theft relating to DoWEA property.
Key Duties
- Coordinate with DoWEA staff at various organizational levels to ensure asset awareness and protection.
- Create and carry out a property recovery process to address losses and strengthen weak points.
- Perform both annual and specialized inventories utilizing the mandated Portable Data Collection Device (PDCD).
- Accurately enter property-related information into the Defense Property Accountability System (DPAS), the required DoW enterprise tool.
- Handle the categorization, identification, accounting, and disposal procedures for property under District control.
- Oversee property and inventory accountability for assigned equipment within the District.
- Analyze inventory metrics to detect loss patterns and identify enhanced safeguarding techniques for government property.
- Collaborate with personnel at area, district, and school levels to facilitate the DoWEA supply program’s operations.
Employment Eligibility and Qualifications
- Applicants must be U.S. citizens; male candidates born after December 31, 1959, must complete a Pre-Employment Certification for Selective Service.
- Proof of citizenship and enrollment in direct deposit pay are required.
- A probationary or trial period of one year may apply.
- Candidates must pass a Tier 1 background investigation and suitability assessment.
- This role requires a Public Financial Disclosure Report upon hire and annually thereafter.
- Signing transportation and mobility agreements is mandatory; willingness to relocate worldwide and rotate among DoWEA sites is expected.
- The candidate must comply with Defense Department regulations governing employment in foreign areas and employee rights.
- Employees relocating from the Continental U.S. must secure official passports for overseas assignments.
Qualification Requirements
Applicants should meet one of the following:
- At least one year of specialized experience equivalent to GS-09 level, involving property accountability, evaluation of inventory systems to optimize supply functions, guidance on supply operations, and oversight of purchase card programs.
- A doctoral degree or three years of advanced graduate study in relevant disciplines such as supply chain management, business, economics, or engineering.
- Or a combination of education and experience that totals 100% of the requirement, calculated based on months of experience and graduate coursework hours beyond the master’s level.
Additional Considerations for Overseas Appointments
- Provisions exist to support children eligible for DoW schooling and special education services overseas.
- Military departments will provide Early Intervention Services to eligible infants and toddlers accompanying employees overseas.
- Employees and families must assume costs for medical and dental care abroad; access to military treatment facilities is on a space-available, reimbursable basis.
- Family member appointments have expiration conditions based on sponsor status, relocation, divorce, or age limits.
- Employees must confirm that overseas medical needs can be met prior to accepting assignment; host nation medical facility quality and availability vary.
Education Equivalency
For foreign education, credentials must be evaluated to confirm their equivalence to U.S.-accredited programs.
