Job description
Overview
This role contributes to organizational efficiency by designing intelligent technology solutions and maintaining high standards across systems, software, and applications. The position works closely with business units to understand needs, deliver tailored solutions, and keep applications performing reliably through regular enhancements and testing. It also supports smooth adoption and resilience by training users, preparing user guides, and putting business continuity plans in place. In addition, the role manages vendor relationships to ensure adherence to best practices and to strengthen the organization’s identity across system interfaces.
General Responsibilities
- Prepare the department’s annual strategic and operational plans, including KPIs, projects, initiatives, activities, and risk registers.
- Contribute to drafting, reviewing, and updating policies and regulations relevant to the organizational unit, in coordination with the concerned departments.
- Develop the department’s financial budget and procurement plans, and monitor spending with relevant stakeholders to ensure support for unit needs and alignment with the authority’s goals and strategy.
- Track the execution of strategic and operational projects according to approved work plans, working alongside the relevant organizational units.
- Follow up on the implementation of service contracts related to the department’s duties, responsibilities, and scope of work.
- Carry out other tasks assigned by leadership within the department’s area of responsibility.
Operational Responsibilities
- Design and deliver smart technology solutions and applications that simplify and improve the organization’s operations.
- Define standard specifications for systems, software, and applications in line with global IT best practices, and ensure they are applied during procurement or development.
- Regularly monitor, update, and enhance systems, software, and applications to maintain efficiency and long-term sustainability.
- Coordinate with internal organizational units to gather their needs for systems, software, and applications, and provide solutions that align with government policies and best practices.
- Train users through workshops, prepare user manuals for all systems and applications, and keep the documentation continuously updated.
- Test software and applications to ensure they operate efficiently and effectively before handover to users.
- Ensure the final interface of software and applications meets user expectations and reflects the organization’s identity in coordination with the relevant units.
- Enable organizational units to understand the delivered technical systems, system development processes, governance practices, and solution architecture and integration standards.
- Create business continuity plans for systems, software, and applications in case of interruptions or emergencies.
- Manage relationships with technology vendors and external partners to secure suitable, advanced technical solutions that match organizational needs.
Technical Competencies

Qualifications and Requirements
The minimum requirement is a bachelor’s degree in a relevant field. A master’s degree in a related discipline is preferred. Professional project management certification is also preferred. The ideal candidate should be fluent in Arabic, and fluency in both Arabic and English is preferred. The role is intended for someone who can support smart application development, system improvement, user enablement, and vendor coordination in a government or similar structured environment.
