Senior Procurement Officer

Overview

BEC Concrete Solutions is seeking a highly experienced Senior Procurement Officer to become part of our team based in Riyadh. This important role will be responsible for shaping and executing procurement strategies for major construction and infrastructure endeavors, ensuring efficiency in cost, staying compliant with regulatory frameworks, and meeting project delivery schedules. The position enables involvement in key projects that align with Saudi Arabia's Vision 2030 objectives.

Role Details

The selected candidate will oversee the procurement lifecycle across a broad array of large-scale projects including commercial buildings, industrial sites, and infrastructure. Collaborating closely with project managers, engineers, and vendors, the officer will optimize procurement processes to maintain quality, budget requirements, and timelines. Key Duties

• Formulate and implement procurement approaches that support project demands and company ambitions.
• Oversee complete procurement activities such as sourcing vendors, negotiating contracts, and managing purchase orders.
• Ensure adherence to Saudi labor laws, GOSI regulations, and other mandatory standards.
• Assess and approve supplier quotations to guarantee cost-efficiency and quality compliance.
• Track supplier performance, managing issues related to delivery schedules, quality, or contract fulfillment.
• Work with project teams to predict needs for materials and equipment to avoid procurement delays.
• Negotiate contracts to secure optimal terms with suppliers.
• Maintain precise documentation including orders, invoices, and agreements.
• Identify and reduce risks in the supply chain to prevent disruptions in project progress.
• Keep informed on market pricing trends and supplier developments to enhance purchasing strategies.
• Support Saudization by encouraging engagement with local suppliers when practical.
• Guide and develop junior procurement staff promoting a culture of excellence.

Qualifications

• Bachelor's degree in Supply Chain Management, Business Administration, or a related field.
• At least 8 years' procurement experience in construction or engineering sectors.
• Competent with ERP software such as SAP or Oracle and related procurement technologies.
• Deep knowledge of Saudi Labor Law, GOSI, and compliance protocols.
• Proven capability in vendor management and contract negotiations.
• Understanding of Saudi Building Code and ARAMCO standards.
• Fluent English communication skills; Arabic proficiency is advantageous.

Preferred Qualifications

• Master's degree in Supply Chain Management or a similar discipline.
• Certifications like CIPS or CSCP.
• Experience contributing to Saudi Vision 2030 mega-projects.
• Awareness of environmentally sustainable procurement methods.
• Familiarity with BIM-integrated procurement processes.

Work Environment

• Primarily office-based with occasional site visits within Riyadh.
• Standard working hours with flexibility depending on project needs.
• Possible travel within the Gulf Cooperation Council region to liaise with suppliers.
