Role overview
The Civil Aviation Authority of Singapore is looking for an experienced Human Performance Specialist to join its Safety Division. In this role, you will help improve the performance and well-being of Air Traffic Controllers (ATCOs), Air Traffic Control Support Officers (ATCSOs), and Engineers, while supporting wider human factors and safety programmes. The job brings together performance psychology, human factors, and safety management to strengthen the quality and reliability of air navigation services.
Key responsibilities
- Provide one-to-one and group coaching to support performance improvement.
- Build and roll out programmes that enhance individual and team performance.
- Create and lead mental well-being initiatives, including peer support efforts.
- Deliver training on fatigue control, stress management, and decision-making.
- Assist with fitness-for-duty reviews and return-to-work support.
- Carry out human factors investigations and interpret the findings.
- Turn investigation outcomes into practical preventive actions.
- Contribute to upgrades in the safety management system.
- Study workload and fatigue patterns to support operational safety.
- Develop and run training on human factors topics.
- Set up and maintain a critical incident stress management programme.
- Offer psychological support after critical incidents.
- Lead debrief sessions and peer support discussions.
- Review programme outcomes and suggest improvements.
- Create support structures for staff after incidents.
- Design safety culture surveys and facilitate focus group sessions.
- Analyse operational information to spot trends in human performance.
- Build performance measures and assessment frameworks.
- Prepare evidence-based recommendations for management.
- Support the creation and refinement of human performance policies.
Requirements
- Formal training in Psychology, Human Factors, or a closely related discipline.
- At least 8 years of experience in aviation psychology or human factors work.
- Strong capability in performance coaching and human factors analysis.
- Hands-on experience with safety investigations and incident analysis.
- A demonstrated record of designing and implementing programmes.
- CISM certification or an equivalent qualification in crisis intervention.
- Preference will be given to candidates with training in Aviation Psychology, Organisational Psychology, or Human Factors.
- Exposure to Air Traffic Control or Air Navigation Services is an advantage.
- Certification in psychometric assessment is preferred.
- Experience with safety management systems will be helpful.
- Prior experience in training delivery and facilitation is desirable.

Contract details
The appointment grade will depend on your relevant work experience. Successful candidates will initially be hired on a 3-year contract. At the end of that period, you may be considered for a permanent role or a contract extension.
