Role overview
The Senior Manager, Strategic Communications will shape and deliver Civil Service College’s communications approach to strengthen its reputation, brand presence, and stakeholder engagement. The role covers branding, external communications, outreach, social media, digital and print content, marketing, and employer branding. The objective is to position the College as a trusted thought leader and a valued partner in building a culture of learning and collaboration across the Singapore Public Service.
Key responsibilities
- Plan and implement integrated communication strategies that support organisational priorities and build a stronger, more recognisable CSC brand.
- Maintain clear, consistent, and effective messaging across CSC’s external channels and touchpoints.
- Track public conversations about CSC and related topics, address inaccurate information when needed, and help surface constructive feedback.
- Establish CSC as a thought leader by highlighting specialist knowledge, research, and forward-looking practices.
- Develop and adapt high-quality content for different platforms, including articles, media releases, reports, social media posts, and digital creative assets.
- Shape digital publishing plans that broaden the reach and impact of CSC’s online content.
- Coordinate the end-to-end content process, including drafting, design, review, and publishing, to ensure strong quality and consistency.
- Work closely with subject matter experts, writers, editors, and designers to produce engaging digital material.
- Ensure all communications stay true to CSC’s tone, values, and strategic focus while meeting government and legal compliance requirements.
- Lead CSC’s social media presence to improve visibility and deepen engagement with key audiences.
- Design and run targeted marketing campaigns that promote CSC’s programmes, products, and initiatives.
- Manage digital marketing activities such as SEO, email campaigns, and content distribution.
- Test new content formats and engagement approaches to improve results.
- Monitor social channels, respond to queries, and handle concerns in a professional manner.
- Partner with internal teams to showcase CSC’s culture, values, employee achievements, and learning opportunities.
- Create employer branding content that helps attract strong talent and reflects organisational strengths.
- Measure communication performance using metrics such as reach, engagement, growth, and conversions.
- Use analytics tools to assess content performance across channels and identify opportunities for improvement.
- Translate data into practical recommendations that strengthen outreach and communication effectiveness.
- Continuously refine communication plans based on insights and performance trends.
Requirements
- 3 to 6 years of relevant experience in communications, content, marketing communications, or related work.
- Proven ability to manage communication activities across multiple channels.
- Strong writing, editing, and verbal communication skills.
- Solid project management capability, including the ability to handle complex work independently and deliver on time.
- Ability to build and maintain professional relationships to support strategic outcomes.
- Comfort working with digital marketing tools, social media platforms, and analytics tools such as Google Analytics and WOGGA.
- Natural storytelling and storyboarding ability.
- Video editing and graphic design skills will be an advantage.
- Data analysis experience and a strong eye for detail in content and design are desirable.
- Ability to analyse business needs, identify opportunities, and assess ideas using data and feasibility thinking.
- Capability to develop strategic partnerships and evaluate new opportunities against organisational goals.
- Ability to review business plans and suggest improvements that increase value.
- Experience leading projects independently and ensuring timely outcomes.
- Ability to work on digital platform design, user experience concepts, and content architecture.
- Research and analysis capability, including designing research methods and converting findings into recommendations.
- Experience supporting or leading brand strategy, campaign planning, and marketing communications.
- Ability to tailor messages for different audiences while keeping communication consistent across channels.
- Capability to manage campaign budgets and coordinate across multiple agencies or stakeholders.
- Ability to research trends to guide content direction and develop fresh content approaches.
- Experience evaluating campaign outcomes and preparing stakeholder reports.
