Job description
Job Purpose
This position is accountable for leading the strategic, operational, and financial management of a portfolio of civic assets such as hospitals, schools, and other facilities that serve the community. It connects asset operations with investment management, making sure the assets provide strong service quality, efficient operations, compliance with regulations, and sustainable financial outcomes. The role also focuses on keeping these assets well maintained and effectively run so they continue to meet community requirements and create long-term value for the owner.
Responsibilities
- Lead the operational and financial oversight of a civic asset portfolio, with primary attention on healthcare and education facilities.
- Track performance measures including occupancy or utilization, service delivery quality, operating efficiency, lifecycle costs, and operator effectiveness.
- Build and implement annual asset management and business plans that support ownership goals.
- Carry out regular performance discussions and reviews with facility operators.
- Make sure each asset is maintained in line with contract terms, regulatory obligations, and accepted operational standards.
- Coordinate the seamless transition of new assets from project delivery into day-to-day operations.
- Confirm that all handover documents are complete, including warranties, asset registers, and maintenance plans.
- Manage outsourced operating contracts and ensure service providers meet agreed KPIs, SLAs, and performance expectations.
- Assess operator reporting, monitor outcomes, and ensure operational and maintenance issues are resolved promptly.
- Plan and control annual O&M budgets, including expenditure tracking and invoice approval.
- Deploy and uphold asset management policies, systems, processes, and standards across the civic portfolio.
- Ensure operators follow approved procedures and reporting requirements, including all relevant authority obligations.
- Keep asset records, lifecycle information, and performance reports accurate and up to date to support informed decisions.
- Serve as the primary liaison between operators and internal stakeholders.
- Provide senior leadership with regular updates on asset performance, risks, lifecycle planning, and financial position.
- Ensure all operators comply with company policies, health and safety requirements, and regulatory rules.
- Oversee compliance with healthcare, education, and public safety standards where applicable.
- Review audit results and drive corrective actions with contractors.
- Suggest improvements to asset management methods, maintenance strategies, contractor performance, and cost efficiency.
- Identify opportunities to improve asset use, reliability, and lifecycle outcomes.
- Support the adoption of asset management best practices, including alignment to ISO 55000 where relevant.
Stakeholders
Internal: Executive leadership and senior management, project delivery and construction teams, finance, procurement and contracts, operations and maintenance support, and planning and strategy teams.
External: Facility operators, outsourced maintenance contractors and service providers, PPP operators and concessionaires, regulatory authorities and government agencies, local municipalities and utility providers, consultants and auditors, and end users or community stakeholders.
Requirements
- A bachelor’s degree in engineering, facilities management, asset management, or a closely related discipline is required.
- At least 10 years of experience in infrastructure operations, contract management, or asset management is needed.
- Previous experience with civic, healthcare, education, or public-sector assets is preferred.
- Strong capability in vendor and contractor management, budgeting, and performance monitoring is essential.
- Good understanding of lifecycle asset management principles is required.
- Excellent communication and stakeholder coordination skills are needed.
- Must be a collaborative team player who can step in and assist wherever required.
- Should have clear and effective verbal and written communication skills.
- Must respect confidentiality and handle sensitive information appropriately.
- Expected to demonstrate integrity, professionalism, energy, teamwork, a strong work ethic, problem-solving ability, and consistent follow-through.
