About the Organization

Role Overview

This position is responsible for leading the research, creation, and ongoing care of staff policies and people programs that contribute to a positive, inclusive employee experience. In close collaboration with People & Culture partners, the role converts organizational strategy, values, and equity, diversity, inclusion, and accessibility commitments into usable policies, processes, and programs that support modern and flexible ways of working.

The role also owns policy and program review through a strong consultative method, helping to research, design, and draft proposals for approval that are fair, accessible, and easy to understand. The result is a workplace culture built on transparency, trust, and equity.

Key Responsibilities

  • Oversee the stewardship of staff policies, procedures, and related people programs so they remain accurate, current, legally compliant, easy to access, and aligned with organizational strategy, values, and People & Culture priorities.
  • Build equity, diversity, inclusion, and accessibility into policies, procedures, and people programs to support fair and inclusive employee experiences.
  • Support and move forward initiatives tied to the organization’s EDIA strategy, making sure policy and program design reflects those commitments in practical ways.
  • Work with equity-seeking groups, employee resource groups, and other stakeholders as needed to shape policy and program development and surface potential barriers or unintended impacts.
  • Research, review, and draft people-related policies, procedures, and processes for approval using a collaborative approach that supports clarity, consistency, and real-world use across the employee lifecycle.
  • Map people processes across functions to find gaps, risks, duplication, and opportunities to improve integration, efficiency, fairness, and the employee experience.
  • Refine procedures so they support modern and flexible working models while remaining effective, easy to follow, and consistently applied.
  • Partner with cross-functional stakeholders to ensure policies, processes, and digital tools work together coherently, including alignment between policy intent, process design, system setup, and emerging AI use cases.
  • Collaborate with People & Culture, Technology, and Internal Communications teams to strengthen alignment between HR technology, the employee intranet, and internal communication channels.
  • Provide advice and guidance to colleagues and people leaders on policies, procedures, and process interpretation to support fair, consistent, and values-based decisions.

Requirements

  • An undergraduate degree in a field that builds knowledge of organizational systems, policy creation, and people practices, such as Human Resources, Organizational Development, Business Administration, or a related area.
  • Four to five years of progressive experience in policy development, organizational development, people programs, or similar people-focused work in a complex organization.
  • Proven ability to apply an equity, diversity, inclusion, and accessibility lens to policy, program, or process design.
  • Experience working across functions to create or improve people-related processes, policies, or systems.
  • Training or certification in Equity, Diversity, Inclusion, and Accessibility, or a related area, is an asset.
  • Completion of an Organization Development Certification Program is considered an asset.
  • Change management certification, such as Prosci, is an asset.
  • Professional HR designation such as CHRP or CHRL is an asset.
  • Practical understanding of equity-informed approaches and how policy or process design can reduce systemic barriers.
  • Knowledge of employment legislation and the development of people policies and procedures.
  • Ability to map, assess, and improve end-to-end people processes while identifying risks, inefficiencies, and equity impacts.
  • Experience aligning policy intent, process design, and digital tools.
  • Strong consultative, analytical, and writing abilities, with the capacity to turn complex requirements into practical guidance.

Work Arrangement

The OMA operates under a permanent hybrid model. The selected candidate will need to work from the Toronto office for a minimum number of days each week.

Compensation and Benefits

The hiring salary range for this role is $77,965 to $82,835, in addition to a pension plan and a bonus program.
