Job description
Job Purpose
The Senior HR Planning Specialist role involves assessing both current and projected workforce and reward systems in accordance with government policies. The goal is to devise work methodologies and procedures that support the organization's objectives.
Key Responsibilities
- Conduct audits of budgets for government agencies, offering job-related advice aligned with established policies, ensuring accurate forecasting and calculation of workforce requirements both quantitatively and qualitatively, based on strategic and operational planning; this includes reviewing financial transfers and additions.
- Develop and facilitate workshops aimed at equipping government HR units with knowledge regarding prevailing HR policies, procedure updates, and specifics related to HR planning.
- Evaluate job management requests from government entities, including the creation or modification of job titles, job transfers, and re-evaluations.
- Review and analyze job descriptions and expansions within governmental departments.
- Create and update specific career progression pathways grounded on job design and organizational frameworks.
- Implement behavioral, technical, and leadership competency frameworks and ensure they remain current.
- Oversee workforce analytics systems within government bodies and monitor programs aimed at optimizing human capital productivity.
- Assess authorizations delegated to non-supervisory staff within approval workflows in HR systems.
- Analyze allowances and benefits, ensuring they are consistent with job requirements, and provide related recommendations.
- Review procedures concerning job mobility within government agencies.
- Prepare workforce forecasting and evaluate the financial implications associated with pay scales, including salary and benefits adjustments.
- Audit financial transfers related to the budget and additions thereto.
- Leverage salary analysis platforms to generate market salary reports, assess these platforms' effectiveness, and offer improvement recommendations.
Qualifications
- Possession of a bachelor's degree in human resources, business administration, or a relevant discipline.
- Having a master's degree in human resources, business administration, or related fields is advantageous.
- A minimum of 3 to 6 years of pertinent experience, specifically including exposure to compensation and rewards.
- Preferred professional certifications such as CIPD or SHRM.
