Role Overview

The Senior Delivery Manager leads the delivery process to ensure continuous progress and effective workflow. While the Senior Product Manager decides what gets developed, this role focuses on how the team delivers, overcoming obstacles, managing vendor relationships, and maintaining delivery momentum in a complex environment.

Key Responsibilities

• Establish and sustain efficient team rhythms through sprint planning, standups, reviews, and retrospectives.
• Develop tracking tools like dashboards and boards to monitor progress without unnecessary bureaucracy.
• Proactively remove blockers by addressing organizational, contractual, and technical challenges and proposing solutions.
• Coordinate cross-team, vendor, and agency dependencies and risks to anticipate and mitigate issues early.
• Manage multiple vendor contracts simultaneously, ensuring accountability based on outcomes rather than paperwork compliance.
• Transition traditional waterfall contracts towards continuous delivery models.
• Adapt delivery cadence to suit different service lifecycle stages from discovery through live service and ongoing improvements.
• Regularly review and simplify processes to remove inefficiencies and support team effectiveness.
• Communicate delivery status to leadership in outcome-focused terms rather than activity metrics.
• Conduct performance reviews of contracts and evaluate options for renewals, restructuring, or transitions without service interruptions.
• Ensure smooth transitions to live service with continued team ownership beyond launch.

Required Skills and Knowledge

• Understanding of product and service lifecycle management across discovery, development, and ongoing improvement phases.
• Familiarity with agile delivery frameworks such as Scrum, Kanban, or SAFe, including relevant tooling for sprint cycles.
• Knowledge of state budget and legislative cycles impacting technology delivery timelines.
• Expertise in modern procurement practices that support outcome-oriented, flexible contract structures.
• Strong communication skills bridging technical and non-technical stakeholders without oversimplifying complexities.
• Flexibility to guide teams in selecting and adapting processes that suit their work rather than enforcing rigid methodologies.
• Capability to provide transparent delivery health reporting and proactively address risks and blockers.
• Ability to resist traditional waterfall tendencies and implement agile continuous delivery practices.
• Experience writing and managing Statements of Objectives and modular time-and-materials contracts within public procurement settings.

Minimum Qualifications

• At least five years of experience with modern technology delivery models, including leading interdisciplinary teams using iterative and user-centered approaches.
• Proven history of collaborating across design, engineering, policy, and operations to create effective solutions for end users.

Preferred Qualifications

• Certifications such as Certified Scrum Product Owner (CSPO), Pragmatic Institute Product Management, or Professional Product Manager (PPM).
• Experience within digital service agencies or government-focused technology organizations translating policy goals into actionable product development.
• Familiarity with user-centered design methodologies and modern outcome-based procurement strategies.

Additional Information

This position requires occasional travel within Colorado and mandates that all remote work be completed from within the state. Candidates currently residing out-of-state will be required to relocate to Colorado by the start date, with a reasonable relocation period negotiated. A background check and other screening procedures may be part of the hiring process.
