About the Role

Our client is seeking an experienced Senior Business Analyst to contribute to a significant government initiative. This position is pivotal in crafting and refining a Strategic and Strategic Business Case (SSBC) by ensuring rigorous analysis, well-developed options, and evidence-based recommendations aligned with strategic investments. This opportunity suits a Business Analyst knowledgeable in the New Zealand Treasury Better Business Case (BBC) framework, who thrives in tackling complex organizational challenges and collaborating with senior leaders in large entities.

Key Responsibilities

  • Lead the preparation and development of Strategic and Strategic Business Cases (SSBCs).
  • Facilitate the creation of options and perform trade-off analyses to inform decisions.
  • Collect, analyze, and thoroughly document detailed and complex business requirements.
  • Translate overarching enterprise challenges into structured analyses and actionable recommendations.
  • Compile robust evidence to underpin investment and funding choices.
  • Develop high-quality business case documentation as well as reports for executive leadership.
  • Engage senior stakeholders to achieve alignment and support for decision-making processes.
  • Integrate considerations across people, processes, technology, financial aspects, and risks within business case development.

Essential Qualifications and Skills

  • Extensive experience crafting complex business cases including SSBCs and BBCs.
  • In-depth knowledge of the New Zealand Treasury Better Business Case framework.
  • Proven ability to develop options and conduct trade-off analyses.
  • Strong expertise in business analysis and requirements gathering.
  • Experience navigating cross-domain challenges across people, processes, and technology.
  • Outstanding stakeholder engagement and facilitation skills.
  • Exceptional written communication, capable of producing executive-level and Cabinet reports.
  • Background in financial, economic, or risk analysis to support investment decision-making.
  • Must possess, or be able to immediately obtain, a New Zealand Government security clearance.
