About the Role
The Department of Conservation (DOC) in Wellington, New Zealand invites applications for a two-year fixed-term Senior Business Analyst position focused on the International Visitor Access Charging programme. This initiative aims to develop and refine a charging system for international tourists visiting four major sites: Piopiotahi/Milford Sound, Aoraki/Mt Cook, Tongariro Alpine Crossing, and Mautohe/Cathedral Cove. Funds collected will support sustainable tourism efforts while protecting New Zealand's natural environment.
Key Responsibilities
As the Senior Business Analyst, you will lead the comprehensive design of a cutting-edge, data-driven visitor access system emphasizing compliance and revenue maximization. Your role will involve:
- Converting business requirements into system and architecture designs, deciding which data to collect and how to utilize it effectively.
- Creating and enhancing compliance frameworks by leveraging diverse data sources such as camera recognition systems, visitor surveys, and operational datasets.
- Validating system assumptions like capture rates and compliance behavior and performing revenue impact modelling.
- Backing programme business cases with thorough analyses, insightful findings, and data-informed recommendations.
- Driving business analysis for complex system and service enhancements across multiple disciplines, including policy, operations, digital, and technical teams.
- Innovating methods to improve visitor access, enhance compliance, and ensure a seamless user experience.
Required Skills and Experience
The ideal candidate will demonstrate strong systems thinking with a curious and adaptive approach to problem-solving through data insights. Preferred qualifications include:
- Substantial end-to-end business analysis experience, especially within technical or multifaceted projects.
- Familiarity with compliance systems, regulatory settings, or optimizing revenue streams.
- Knowledge or experience in sectors like tourism, transportation, access management, or use of sensor and camera technologies.
- Deep understanding of system design principles, architectural concepts, and integrating solutions within diverse environments.
- Proven ability to transform data and insights into practical recommendations, including forecasting and modelling techniques.
- Experience with analytical approaches including surveys, behavioural assumptions, and performance evaluation.
- Excellent collaboration and stakeholder engagement skills across cross-functional teams.
- Understanding of BABOK standards and modern business analysis methodologies.
Desirable: Background in government programmes or business case preparation.
