Role overview
Torbay Council’s Children’s Services team is recruiting a SEND Casework Officer to support children and young people aged 0 to 25. The role focuses on Education, Health and Care (EHC) needs assessments, planning, reviews, and the implementation of plans, with particular attention to monitoring Section F of EHCPs.
You will work with children, young people, their families, schools, colleges, and health and social care colleagues. A key part of the job is to advocate for each child or young person and to work in a collaborative, restorative, and co-produced way.
What the role involves
The post holder will manage allocated cases, including children and young people who may be at risk of placement breakdown in school or college, or whose needs are not being met. The role requires making sure statutory EHC processes progress efficiently and that deadlines are achieved.
You will need to handle competing priorities, stay effective under pressure, and communicate clearly in both spoken and written English. The job also requires strong judgement, problem-solving, and tact when dealing with sensitive or challenging situations.
Knowledge and experience needed
Applicants should have experience supporting children and young people with SEND and working alongside their families. A solid understanding of current and developing SEND legislation, the SEND Code of Practice, and Preparing for Adulthood is essential.
The role also calls for knowledge of assessment and intervention in education, how schools operate as systems, and the legal and procedural requirements around special educational needs provision. Experience making evidence-based decisions and working under pressure is also required.
Checks, conditions, and additional information
This post involves Regulated Activity and therefore requires an Enhanced Criminal Record Check plus an additional Barred List Check. The check may reveal spent and unspent convictions and adult cautions that have not been filtered, relevant local police information, and a check of the Adult, Child, or Adult and Child Barred Lists.
This position is not eligible for visa sponsorship.

Person specification
Applicants are expected to have GCSE O Level standard education, or an equivalent qualification, and evidence of ongoing professional development.
The council is looking for someone with substantial decision-making ability, sound analytical judgement, resilience, and the confidence to handle difficult situations with sensitivity.
You should be able to work well with colleagues and external partners across organisational boundaries, organise your workload effectively, meet deadlines, and use resources appropriately.
Experience in work involving children and young people with special educational needs, along with an evidence-informed approach to practice, is essential.
