Role Overview

The Police Investigations and Review Commissioner (PIRC) in Hamilton, Scotland, is looking for a Review Officer. This position involves supporting key officials including the Commissioner, Head of Reviews and Policy, and Senior Review Officers by scrutinizing how policing bodies in Scotland manage public complaints. The role requires seeking additional information when necessary and preparing thorough reports on police complaint handling.

Key Duties

  • Conduct detailed reviews of public complaints against police organizations in Scotland.
  • Handle a varied and substantial caseload, ensuring timely completion of complaint handling review (CHR) reports.
  • Maintain consistent communication with complainants, police bodies, and other relevant agencies involved in cases.
  • Research and analyze specific case details while keeping updated on complaint handling practices and policing policies.
  • Prepare clear, accurate CHR reports for senior review and Commissioner consideration.
  • Ensure factual precision in reports and sound decision-making based on evidence subject to scrutiny.
  • Engage in discussions with senior staff and Commissioner to refine review outcomes.
  • Formulate recommendations or reconsideration directions that could alter police complaint procedures and operational policing practices.
  • Evaluate implementation of recommended changes by policing bodies.
  • Contribute to policy development derived from review findings and perform other related duties as required.
  • Manage interactions with complainants and involved parties with sensitivity and professionalism.

Candidate Profile

  • Minimum 3 years of recent relevant experience or expertise in legal work, complex case management, complaint handling, criminal law procedures, or human rights.
  • Strong abilities in clear communication, information gathering and analysis, evidence presentation, and producing reasoned written judgments.
  • Proven capacity to self-manage workloads, meet stringent deadlines, and collaborate effectively within a team.

Additional Information

  • Applicants must successfully complete Non Police Personnel Vetting (NPPV) Level 3 and Baseline Personal Security Scotland (BPSS) before appointment.
  • Must have resided in the UK for at least three years to meet vetting criteria.
