About the Role
This opportunity is with a global manpower services provider that supports hiring across the energy, infrastructure, and IT sectors in more than 70 countries. The assignment is with a national operator for a Quantity Surveyor on a long-term contract basis. The role is based on a residential arrangement at a Qatar site in Ras Laffan.
Job Details
Title: Quantity Surveyor
Start: Immediate availability preferred, ideally within a 1-month notice period.
Location: Qatar Site - Ras Laffan
Working pattern: 5 days a week, 8-10 hours per day, or according to project needs.
Key Accountabilities
- Handle all activities related to preparing tender and contract documents using the scope of work and bill of quantities provided by the Sr. Works and Proposals Administrator. Support technical assessments, lead the commercial review of tenders, and serve as the department’s coordination point for Legal, Finance, and Tender Committees while ensuring full procedural compliance.
- Develop and maintain total installed unit cost information for a broad range of oil and gas and infrastructure projects. Add data from completed projects to the Cost Estimating Database to strengthen the effectiveness of the internal cost estimation system.
- Represent the client as the designated nominee for matters involving cost engineering, budgeting, and invoicing for projects carried out by the Engineering Department(s) under the PEPS Directorate.
- Identify the correct rates and define the estimation approach, including preliminary and general items as well as mark-up values, for use in cost estimates.
- Review contractor invoices and assess contractor submissions for TDRs and claims, then endorse or reject them based on the cost analysis performed.
- Approve Contract Request Documents (CRDs) to begin the tendering process.
Qualifications
A bachelor’s degree in Quantity Surveying or a degree in an engineering discipline is required.
Experience and Skills
The ideal candidate should bring at least 12 years of experience, preferably in the oil and gas or petrochemical sector, with hands-on exposure to tenders, contracts, outsourcing, contract administration, and estimating. Familiarity with the SAP Outsourcing Module and strong working knowledge of MS Office are also expected. The role calls for solid negotiation and presentation abilities, strong time management, excellent organization, and a high level of written and spoken English. The ability to perform under pressure and meet tight deadlines is essential.
