Role overview

Kāinga Ora - Homes and Communities is looking for a Property Assessor to help deliver warm, dry, and safe homes across New Zealand. Based in Lower Hutt, this permanent full-time position is a practical, field-based role where you will assess residential properties, identify condition issues, complete minor maintenance work, and help ensure homes meet health, safety, and building code requirements.

You will work independently across your region, manage your own daily schedule, and spend time directly with tenants in their homes. The role suits someone with hands-on experience in construction or maintenance, strong technical understanding, and a calm, customer-oriented manner. Because the work is high-volume and fast-moving, the role also offers variety, autonomy, travel, and the chance to contribute to better public housing outcomes.

Key duties

  • Carry out residential property inspections and assess the condition of homes.
  • Identify maintenance and repair issues based on property condition.
  • Complete small maintenance tasks, including servicing heat pumps.
  • Carry out formal assessments for more significant repair needs.
  • Work to health, safety, and building code standards.
  • Maintain accurate property information that supports asset planning and decision-making.
  • Communicate respectfully and effectively with tenants while working in their homes.
  • Organise and manage your own daily workload across the region.

What you need

The ideal candidate brings practical, on-the-tools experience from residential construction or maintenance, along with strong people skills and a reassuring approach when dealing with tenants.

  • A relevant National Certificate at Level 4 in building and/or design is preferred, though equivalent experience in building maintenance may also be considered.
  • A Diploma at Level 6 in Building Control Surveying, or a recognised qualification in building design and/or construction such as Advanced Trade Certificate, NZCB, NZCD, or similar, is preferred.
  • At least 2 years of experience in building construction, maintenance, or inspections.
  • Good technical knowledge of buildings, how they work, and related standards.
  • Strong understanding and practical application of relevant legislation.
  • Proven people skills and a customer-focused style when working in homes.
  • Experience working with iwi and rōpū Māori at regional or national level.
  • A current full clean New Zealand driver’s licence.
