Overview

The Project Manager role focuses on overseeing facility management operations for medium to large-scale projects in Tabuk, Saudi Arabia, covering a workforce ranging from roughly 200 to 450 employees. This position ensures the effective execution of both hard and soft facility management services aligned with contractual obligations, client requirements, budget restrictions, quality benchmarks, and compliance standards.

Key Responsibilities

  • Lead comprehensive facility management services, including maintenance, cleaning, housekeeping, hospitality, and external area upkeep.
  • Supervise daily project activities ensuring efficiency, quality, conformance to agreements, and client satisfaction.
  • Formulate operational plans, strategies, schedules, and measurable goals for project performance.
  • Oversee budgets, monitoring revenues, expenses, and financial variances to maintain fiscal discipline.
  • Maintain adherence to contract terms, SLAs, governmental regulations, health and safety standards, and industry norms.
  • Manage multidisciplinary teams including engineers, supervisors, technicians, and support personnel.
  • Collaborate with Human Resources for workforce planning, manpower management, staff appraisals, and capacity building.
  • Maintain strong client relationships, resolve issues promptly, and ensure service delivery timeliness.
  • Identify potential risks and develop mitigation, contingency, and corrective strategies.
  • Supervise vendor and subcontractor deliverables to guarantee contract compliance and quality standards.
  • Work with procurement for resource acquisition, vendor arrangements, and operational necessities.
  • Generate and present operational reports, KPI reviews, budget analyses, and performance dashboards to management.
  • Conduct regular audits targeting process improvements and adopt continuous enhancement initiatives.
  • Encourage culture of safety, accountability, teamwork, and customer service excellence.
  • Explore and implement automation, digital tools, and industry best practices throughout operations.

Qualifications and Experience

  • Bachelor’s degree in Mechanical, Electrical, Civil Engineering or a related discipline.
  • At least 12 years of professional experience managing facility management, operations, and maintenance projects.
  • Demonstrated leadership and managerial skills in handling sizable operational teams and FM projects.
  • Deep understanding of hard and soft FM services, building infrastructure, maintenance systems, and technical operations.
  • Proficient in project budget oversight, cost management, procurement interfacing, and contract administration.
  • Excellent communication, leadership, stakeholder engagement, and analytical problem-solving abilities.
  • Comprehensive knowledge of health, safety, environmental policies, quality measures, and building safety regulations.
  • Preferably experienced in project cost estimation and proposal preparation.
  • Professional certifications in Project or Facility Management are advantageous.

Special Conditions

  • Must be adaptable to respond effectively to emergencies or urgent operational challenges.
  • Ability to operate in varied environments including active facilities and construction/project sites.
  • Strong detail orientation, competency in employee relations, training aptitude, and pragmatic problem resolution skills.
