Role overview
This opportunity is for a Project Manager to run a centralized PMO for a confidential government-related organization in Dubai. The work is centered on business-led, non-technical initiatives connected to executive and board-level priorities, including governance, strategic transformation, and business model innovation. It is explicitly not an IT or technical PMO position.

Core responsibilities
- Direct the PMO function with a focus on governance, standardization, and alignment with strategic business goals.
- Manage a portfolio of approximately 10 to 15 strategic initiatives tied to transformation and executive mandates.
- Act as the key point of contact between senior leaders, board members, and operational teams to keep workstreams moving in the right direction.
- Track and present portfolio status, schedules, risks, and issues to senior stakeholders.
- Build and refine PMO governance structures, project plans, and reporting mechanisms.
- Work with external consultants by setting clear scopes and reviewing delivery against expectations from launch through completion.
- Run strategic planning discussions with internal stakeholders to define objectives, budgets, and deliverables.
- Handle RFP activity and consulting engagements to support effective execution and alignment.
- Maintain consistent communication and stakeholder engagement across all levels of the organization throughout the project lifecycle.
Candidate profile
The ideal candidate can step in immediately and bring at least 5 years of experience leading PMO functions or strategic projects in corporate, government, or consulting settings outside of IT. A PMP certification is required. The role also calls for proven experience managing complex portfolios with measurable business impact, working closely with executives and board members, and overseeing external consultants. Fluency in both Arabic and English is mandatory. A bachelor’s degree in Industrial Engineering or Business Administration is expected, and an MBA is preferred. Background in business model innovation and government-related work will be a strong advantage.
