Role Overview

This role involves leading a major transformation programme within the Commissioning and Investment Group at Oranga Tamariki. The position plays a pivotal role in transitioning the organisation from a service purchasing model to commissioning based on outcomes. Overseeing an annual investment portfolio of approximately $500 million, the group focuses on enhancing commissioning, contracting, provider engagement, and investment decision-making processes. The Programme Manager will collaborate closely with senior leaders to embed strategic outcomes-focused frameworks and implement improvements highlighted by external evaluations. This position is based in Wellington on a fixed-term 12-month contract, with flexible work arrangements requiring 3 to 4 days per week onsite.

Key Responsibilities and Expectations

The successful candidate will lead complex and substantial programmes in a dynamic setting, ensuring effective governance, planning, financial management, risk mitigation, progress reporting, and handling interdependencies. They must provide clarity, structure, and maintain momentum on intricate projects while establishing strong governance foundations to support successful delivery. Relationship-building and influencing stakeholders, especially at senior leadership levels, is crucial. Additionally, the role demands a deep understanding of government procedures including policy development, preparing business cases, navigating Cabinet processes, and guiding legislative changes. Managing business transformation and coordinating multiple interlinked workstreams are essential components.

  • Bonus attributes include public sector experience, mentoring skills for project or programme managers, and a track record of delivering government-led reforms.
