About CCYC

CCYC, the Culture, Community and Youth Cluster, sits within GovTech’s Government Digital Transformation team. The cluster partners the Ministry of Culture, Community and Youth and statutory boards such as the National Arts Council, People’s Association, Sport Singapore, and MUIS to deliver digital products that strengthen social cohesion, cultural activity, and youth participation.

The product portfolio spans community engagement, cultural participation, youth empowerment, and sports and active lifestyle platforms. Examples include volunteer management, event registration, feedback and ideation tools, event discovery and ticketing, arts grant applications, digital storytelling, youth leadership platforms, civic education tools, and sports data and booking solutions.

Role Overview

As a Product Operations Specialist, you will help improve how products are run, released, supported, and scaled. The role combines analytical thinking, process design, stakeholder coordination, and hands-on operational execution to keep products reliable and user-focused.

Key Responsibilities

  • Create and improve feedback loops by gathering user input, support cases, and stakeholder perspectives, then turning them into practical product recommendations.
  • Coordinate across product, engineering, design, engagement, and policy teams to keep delivery aligned and communication flowing smoothly.
  • Prepare features for launch by making sure onboarding journeys, support materials, and success measures are ready before release.
  • Review product performance using data, user behaviour patterns, and operational metrics to spot opportunities for improvement and guide roadmap choices.
  • Develop the operating backbone for the team, including dashboards, reporting tools, documentation, and automation that make product operations more scalable.
  • Run internal workflows such as user onboarding, admin access management, and offboarding, while identifying inefficiencies and improving processes independently.
  • Handle complex product issues raised by users by coordinating with the right teams, tracing root causes, and putting in place fixes that reduce repeat problems.
  • Design and deliver onboarding workshops and training for Community Club staff and grassroots leaders, then evaluate readiness, refine the approach, and re-engage users who may drop off.

Requirements

  • Comfort using data analysis tools and SQL to pull insights from product usage, behavioural data, and operational systems.
  • Experience with product analytics platforms, CRM tools, and project management software for tracking work and performance.
  • Strong spreadsheet and dashboard-building skills for operational reporting and monitoring.
  • Ability to break down complex, unclear problems into structured analysis and actionable plans.
  • Sharp pattern-recognition skills to identify trends in feedback, operational data, and product metrics.
  • Ability to convert qualitative feedback and quantitative findings into concrete recommendations.
  • Capability to perform root-cause analysis and create systematic solutions for recurring operational issues.
  • Clear written communication for release notes, documentation, and user guides that suit both technical and non-technical readers.
  • Strong facilitation and meeting-management skills to align stakeholders across product, engineering, design, policy, and operations.
  • Good product judgement and user empathy to understand user needs and operational pain points.
  • Ability to work well in fast-moving, ambiguous environments while staying detail-oriented.
  • Self-starter mindset with the initiative to identify issues and drive solutions through to completion.
  • Preference for automation and scalable workflows to reduce manual effort and improve efficiency.
  • Genuine interest in public service and in using technology to improve how government serves people.
