About the Role
GovTech is hiring an experienced Product Manager to guide the creation and delivery of digital products and services for Singapore’s workforce, employers, and the wider labour market ecosystem. The role sits at the junction of technology, design, and policy, with responsibility for products that improve employment services, workplace safety, labour relations, and workforce development.
Strategic Direction and Leadership
You will define a clear product vision and strategy that supports the organisation’s goals and lead the product team toward that direction. The role covers the full product lifecycle, from early ideation through launch and post-launch optimisation, with a focus on delivering high-quality outcomes on time. You will also uncover new opportunities and problem areas to support the agency’s digital transformation, while building a strong understanding of MOM’s business and operations.
Roadmap and Product Development
You will build and manage a product roadmap that ranks features and improvements according to business value, user feedback, and market need. In partnership with internal business teams, whole-of-government collaborators, and industry stakeholders, you will shape the digital roadmap and introduce suitable solutions that support better business outcomes. You will also assess technology options while staying aligned to GovTech’s direction, including cloud adoption, enterprise architecture, legacy modernisation, and use of the SG Tech Stack.
Research, Discovery, and Customer Advocacy
You will carry out market research and customer studies to uncover needs, trends, and opportunities, then use those insights to guide product development and positioning. Working with MOM’s business teams, you will gather needs from citizens, businesses, and agencies using human-centred and visual methods. You will represent the customer’s perspective internally, ensuring feedback is reflected in planning and delivery. Using Design Thinking and Service Design tools and methods, you will map current-state gaps and design future-state solutions.
Delivery, Operations, and Continuous Improvement
You will decide the most suitable delivery model for each initiative, whether outsourced, co-sourced, or built in-house. Together with GovTech and MOM colleagues, you will prepare user stories, functional and technical specifications, and acceptance criteria. You will ensure the product is ready for deployment, adoption, and ongoing operations, and you will assess change requests to recommend enhancements that meet evolving business needs. You will also work with support teams to diagnose and resolve technical issues through effective operational management.
Performance, Innovation, and Collaboration
You will set and monitor KPIs or OKRs to measure product performance and support data-informed decisions. You will help cultivate a culture of ongoing improvement and innovation by staying current with industry developments and emerging technologies. The role also involves strengthening digital, design, and data capabilities across the organisation, as well as partnering with engineering, design, customer support, business divisions, tripartite partners, other agencies, senior leaders, and external stakeholders to align goals, manage expectations, and build support for product initiatives.
What We’re Looking For
- A diploma or degree in Computer Science, Infocomm Technology, Computer or Electronics Engineering, or a related discipline, along with at least 5 years of product management experience and a strong record of delivering successful products.
- Proven leadership and people management ability, including the capacity to guide and mentor product teams.
- Strong analytical, problem-solving, conceptualisation, facilitation, and decision-making skills, especially for discovery work and prototyping.
- Excellent written and verbal communication skills, strong interpersonal ability, and the confidence to influence stakeholders and present ideas effectively.
- Comfort working within complex organisational environments and engaging a broad set of stakeholders, including tripartite partners.
- Experience with agile delivery methods and product management tools.
- Working knowledge of AI tools and concepts, plus familiarity with modern technology trends and how they can be applied to government services.
- The ability to thrive in a fast-moving, dynamic environment, with a driven mindset and a strong willingness to learn quickly and execute effectively.
