GovTech offers a career with significant purpose aiming to improve lives. Employees are encouraged to continuously enhance their expertise through comprehensive learning and development opportunities. GovTech fosters values of Agility, Boldness, and Collaboration to drive impactful technological solutions.
The organisation's mission is to reshape government digital services by adopting an outside-in perspective, ensuring citizens and businesses remain central to all efforts.
Role Overview
Join us as a Product Manager at ACRA where you'll engage with critical products central to Singapore's business environment. Key responsibilities include shaping Bizfile, ACRA’s key digital interface, and developing innovative AI-driven products to modernise regulatory services, simplify complex processes, and generate meaningful outcomes.
Your role will involve reimagining the interface between businesses and government, identifying significant problems, making data-informed product decisions, and leading cross-functional teams including designers, engineers, and operations to a unified direction.
You will fully own product or problem areas throughout all stages from discovery and experimentation to delivery, adoption, and ongoing enhancement. Managing complex regulatory considerations and making key trade-offs are integral to successfully delivering trustworthy digital products for businesses.
Key Responsibilities
- Lead product or problem domains by thoroughly understanding users, operational settings, and organisational goals.
- Drive user research, data analysis, stakeholder engagement, and service reviews to uncover user needs and core challenges.
- Clearly articulate problem statements and their significance for users, ACRA, and the broader business landscape.
- Differentiating symptoms from root causes and validating assumptions prior to solution development.
- Collaborate with product leaders and stakeholders to convert organisational priorities into a product vision, strategic roadmap, and measurable objectives for assigned areas.
- Develop coherent product strategies evaluating different viable options and prioritising improvements by value, impact, effort, risk and evidence.
- Manage and regularly update the product backlog, ensuring clarity of priorities and intended goals.
- Document rationale for essential product decisions and navigate trade-offs effectively.
- Conceptualise MVPs and experiments to validate key assumptions.
- Partner with multidisciplinary teams throughout discovery, development, launch, and iteration phases.
- Translate product vision into prioritized outcomes, hypotheses, and acceptance criteria without limiting implementation flexibility.
- Monitor progress, manage dependencies and risks, and adjust plans based on emerging evidence.
- Lead product launch planning, adoption efforts, and stakeholder communication.
- Define success metrics aligned to problems solved, encompassing user experience, service quality, operational efficiency, or cost.
- Coordinate with data and operations teams to secure relevant data for performance tracking.
- Analyze product data, user feedback and operational insights to identify areas for enhancement.
- Assess effectiveness of changes and suggest evidence-based next steps.
- Build strong relationships with users, business owners, designers, engineers, operations, and stakeholders.
- Facilitate alignment on challenges, priorities, trade-offs, and outcomes among stakeholders.
- Engage meaningfully in technical conversations and maintain a high-level understanding of product architecture and systems.
- Identify dependencies, constraints and potential risks early and collaborate on mitigation.
- Communicate product decisions, progress, and results clearly to both technical and non-technical audiences.
- Ensure compliance with government standards covering security, privacy, accessibility, procurement, and audits.
- Maintain essential product documentation including vision, roadmap, backlog, decisions, performance metrics, and factsheets.
- Identify and manage execution risks including adoption challenges, complexity and dependencies, applying proportionate controls.
- Oversee product costs and assist with budgeting, procurement, and vendor relationships as needed.
Candidate Profile
- Diploma or degree in Computer Science, Information Systems, Engineering, Business, Design or related disciplines.
- Minimum of three years experience in areas such as product management, ownership, digital service delivery, or business analysis.
- Proven experience collaborating with engineers, designers and cross-functional teams to build and enhance digital products.
- Understanding of product development methodologies including Agile, user research, experimentation, and evidence-driven decision-making.
- Strong analytical and critical thinking aptitude to question assumptions, identify root causes and derive conclusions from data.
- Demonstrated product judgement balancing user needs with organisational goals, technical feasibility, risks, and resources.
- High level of ownership and initiative to drive projects from discovering issues through to successful product delivery and measurement.
- Excellent written and verbal communication skills enabling effective teamwork across technical and non-technical teams.
- Curiosity driven and growth-oriented mindset with openness to learning and adapting based on feedback.
- Experience with government, regulatory, transactional, or high-trust digital service products preferred.
- Familiarity with cloud technologies, data science, artificial intelligence, or other emerging tech relevant to product.
- Experience in product adoption, procurement, vendor management or operations support is advantageous.
