Job description
Role summary
This position is centered on directing large, complex, and business-critical strategic programs. The Portfolio Manager will ensure that key initiatives are delivered on schedule, to a high standard, and in line with governance and compliance expectations. A major part of the role involves working with senior government stakeholders to understand Qatar’s present and future IT direction and making sure the organization’s offerings and strategy stay aligned with national priorities. The role also partners closely with the SBU Chief and senior leadership to turn strategy into practical execution and long-term value creation.
Qualifications
- A bachelor’s degree in Business Administration is required; an MBA with a specialization in Project Management from a recognized university is preferred.
- Professional certification such as PMP is an advantage.
- Hands-on experience leading large-scale digital transformation initiatives is expected.
- Experience in building practices and scaling teams is important.
- Strong familiarity with emerging technologies, automation, and modern system management tools is needed.
- Good knowledge of system and software quality assurance standards, methods, and best practices is required.

Strategic responsibilities
- Work with the SBU Chief and other senior leaders to design and implement strategic programs that strengthen the company’s position as a preferred IT services partner to the State of Qatar.
- Help develop leadership and strategic capabilities across senior and top management in line with the organization’s long-term direction.
- Oversee strategic project delivery for ministries and government bodies, ensuring strong execution, quality assurance, and sophistication in delivery.
- Maintain effective relationships with senior government stakeholders, respond quickly to feedback, and drive corrective actions where needed.
- Engage proactively with government entities to uncover new service opportunities and prepare rapid delivery plans.
- Lead research on the market and technology landscape to recommend innovative solutions that support Qatar’s digital agenda.
- Work with the Leader - Resource Management to develop and sustain a dedicated talent pool for state-related strategic programs.
- Drive initiatives that improve shareholder value and provide progress updates to the SBU Chief and/or CEO as needed.
- Coordinate with internal committees and Marketing to reinforce the company’s image as a trusted digital partner to the State of Qatar.
- Support talent development initiatives with the CHRO to build and expand Qatari capability across the organization.
Operational responsibilities
- Track delivery plans for strategic programs and ensure they stay aligned with current and upcoming projects in the pipeline.
- Work with technical leaders to anticipate future resource and capability needs in line with Qatar’s long-term IT strategy.
- Meet regularly with state stakeholders to understand changing IT priorities and position the company’s capabilities accordingly.
- Represent the company at regional and international seminars, conferences, and industry events to build alliances and technology partnerships.
- Analyze industry trends, support findings with quantitative evidence, and present insights to the SBU Chief and/or CEO to inform strategy development.
