Role Overview
This position is for a Planning Manager supporting project management consultancy oversight on a major construction programme in Dammam, Saudi Arabia. The role focuses on schedule governance, progress control, contractor planning review, and timely escalation of risks and corrective actions to project leadership.
Key Responsibilities
- Oversee all project planning, scheduling, and progress control work on behalf of the PMC team.
- Examine and confirm contractor planning submissions, covering baseline, design, construction, and procurement programmes.
- Provide guidance to the Project Director and senior leadership on schedule-related issues, risks, and recovery actions.
- Assess contract documentation for each package and flag any gaps linked to HSE, quality, or scheduling.
- Evaluate contractor site setup, planner capability, and resource loading to confirm the programme is realistic.
- Track contractor progress against the approved baseline plan and ensure alignment with the master project schedule.
- Review recovery plans, commissioning schedules, design changes in the field, and claims to understand their time impact.
- Build and support delay-reduction measures and verify that corrective actions are carried out.
- Carry out independent checks on schedule compliance through site inspections, audits, and review of daily, weekly, and monthly reports.
- Prepare dashboards, progress reports, and executive-level presentations for the client and senior management.
- Take part in weekly progress meetings, monthly executive reviews, and project closeout discussions.
- Work closely with client representatives, supervision consultants, and contractor planners to keep project objectives aligned.
- Follow Hill International’s Quality, Environmental, Safety, and Occupational Health requirements and procedures.
- Complete additional tasks assigned by the Project Director or reporting manager.
Qualifications and Experience
- A bachelor’s degree in Engineering, Construction, Business Administration, or a similar field is required.
- A bachelor’s degree in Engineering, Construction Management, Project Management, or another related discipline is also acceptable.
- At least 10 years of experience in project controls, planning, and scheduling, including substantial PMC or consultant exposure on large construction projects.
- Strong working knowledge of project controls methods and Primavera P6, or comparable scheduling tools.
- PMP-SP certification, or an equivalent scheduling-focused credential, is preferred.
- Strong analytical capability and a practical approach to identifying schedule risks and defining mitigation measures.
- Ability to provide high-level advice and structured reporting to clients and senior stakeholders.
- Excellent communication, reporting, and stakeholder coordination skills.
- Strong written and spoken English is required; Arabic skills would be an advantage.
- Ability to work independently and as part of a multidisciplinary PMC team in a fast-moving project environment.
