Role Overview

This is a full-time, on-site Performance Manager position based in Riyadh, Saudi Arabia. The role focuses on strengthening performance management and learning initiatives across a construction or project-based environment, while ensuring alignment with business priorities, compliance requirements, and workforce development goals.

Qualifications

  • A bachelor’s degree in Human Resources, Business Administration, Engineering, or a closely related discipline is required; a master’s degree is preferred.
  • Professional credentials in HR, learning and development, or performance management would be considered a plus.
  • This opportunity is open to Saudi nationals only.

Experience and Core Skills

  • At least 10 years of relevant experience in performance management and training, ideally gained in construction, contracting, or similar industrial settings.
  • Hands-on exposure to large-scale workforce development initiatives and performance systems within project-driven organisations is essential.
  • Ability to work with complex, large workforce environments and implement structured performance processes.

Key Responsibilities

  • Align performance and training programs with the company’s strategy and overall business objectives.
  • Ensure adherence to internal policies, procedures, local labor regulations, and applicable industry standards.
  • Encourage a workplace culture centered on improvement, accountability, and ongoing professional growth.
  • Manage training and development budgets in an efficient and controlled manner.
  • Use analytics and reporting to evaluate initiatives and guide decisions.
  • Build and roll out performance frameworks such as KPIs, scorecards, and appraisal tools suited to construction and project-based operations.
  • Translate organisational goals into departmental and individual KPIs.
  • Lead the annual appraisal process, including goal setting, mid-year assessments, and final reviews.
  • Track performance patterns and deliver practical recommendations to senior leaders.
  • Coach managers on performance conversations, feedback practices, and appraisal methods.
  • Shape and execute the organisation’s learning and development strategy to meet workforce needs.
  • Carry out training needs assessments across projects, engineering teams, and corporate departments.
  • Create technical, behavioral, leadership, and safety training programs relevant to construction activities.
  • Coordinate with external training vendors and certification organisations.
  • Oversee onboarding and orientation for new employees and project personnel.
  • Identify capability gaps and create competency frameworks for critical positions.
  • Contribute to succession planning and leadership development efforts.
  • Support continuous professional growth, especially for engineering and project-based roles.
  • Administer Learning Management Systems and Performance Management Systems.
  • Measure training impact, return on investment, and performance improvement outcomes.
  • Prepare dashboards and reports for senior leadership review.
  • Make sure training programs comply with regulatory, safety, and industry certification requirements.
  • Support compliance with ISO standards and other relevant construction-related requirements.
