Job description

Overview

This role is based in Warminster, BA12 8HJ, within the Land Warfare Centre’s Business Centre. The centre supports the Army’s collective training mission by providing governance, oversight, and performance control across a wide range of programmes, projects, and business activities. The position focuses on the Army Collective Training Service (ACTS), a £2.5 billion, 15-year programme delivered with an industry strategic training partner.

The team is looking for someone who can manage contract performance, coordinate suppliers, and work closely with stakeholders to keep delivery aligned with Army training needs and contractual commitments. The role is for 37 hours per week.

Working arrangement

The organisation follows a smarter-working approach that blends flexibility, digital tools, and modern workplaces. Office attendance is expected for at least 60% of working time, which is around 3 days per week. This is especially important for new starters. Where business needs allow, hybrid working may be available as a non-contractual arrangement.

Role purpose

You will help oversee the performance of the ACTS contract, making sure delivery stays on track, value for money is maintained, and issues are addressed quickly. The job also includes support for future procurement work, financial scrutiny, governance activity, and continuous improvement across the contract lifecycle.

Responsibilities

  • Monitor ACTS contract delivery and check that it remains aligned with contractual commitments and organisational goals.
  • Review contract performance regularly, including monthly performance measures, to confirm standards are being met.
  • Help refine performance measures, including KPIs and the Output Specification.
  • Work with the Service Provider to support delivery, resolve issues, and strengthen the relationship.
  • Track supplier performance using management information, KPIs, visible checks, and customer feedback.
  • Keep the Asset Register accurate by recording the condition and criticality of assets and any effect on performance.
  • Serve as a main contact for performance-related matters, supporting the Senior Executive Officer Performance & Relationship and wider team.
  • Engage stakeholders to understand concerns, improve satisfaction, and respond effectively to user needs.
  • Analyse performance trends, risks, and opportunities, and prepare updates for senior management.
  • Support change activity that improves delivery and helps the service adapt to changing requirements.
  • Attend or chair meetings while following organisational policy and contributing to an inclusive environment.
  • Take part in formal Learning from Experience reviews and apply lessons learned across the contract lifecycle.
  • Continue developing your own capability and share knowledge with colleagues.

Requirements

  • Proven experience in performance management, supplier management, and stakeholder engagement.
  • Strong analytical ability, including interpreting data to support evidence-based decisions.
  • Excellent verbal and written communication skills with the ability to influence people at different levels.
  • Confidence to work independently, make decisions, and contribute effectively within a team.
  • Flexible, collaborative approach with the ability to adjust to changing priorities and workloads.
  • Desirable: experience handling complex contracts and driving continuous improvement.
  • Desirable: familiarity with public sector contracts.
  • Behavioural strengths assessed during selection: Communicating and Influencing, Delivering at Pace, Making Effective Decisions, Managing a Quality Service, and Working Together.

Additional information

The role does not include relocation expenses. External candidates who are new to the Civil Service will be subject to a six-month probation period. Travel costs for interviews will not be reimbursed.

Employment details

This is a full-time, onsite civilian role with the UK Ministry of Defence at the Land Warfare Centre in Warminster. The post is expected to be carried out on a 37-hour working week basis.
